A ecologia política e o sustainable livelihood approach são respectivamente abordagens teórica e metodológica voltadas para o debate sobre temas relacionados a desigualdade social e o estabelecimento de metas para o combate à pobreza. Ambas são recentes no campo da pesquisa científica. A ecologia política foi germinada no período das grandes conferências ambientais da ONU e o sustainable livelihood approach foi concebido durante a década de 1980 com vistas a entender os principais fatores que contribuem com a pobreza em áreas rurais de países africanos. Este artigo tem o objetivo de desenvolver uma aproximação teórica entre as abordagens estudadas e dessa forma contribuir com as discussões sobre as desigualdades no acesso aos recursos naturais e os desdobramentos para a pequena produção agrícola no Brasil. Para o estabelecimento deste trabalho foi realizado um amplo levantamento bibliográfico para identificar os pontos que unem a teoria da ecologia política e a prática metodológica do sustainable livelihood approach. Em seguida foram elencados os principais problemas identificados nas pesquisas de campo em Petrolândia e estabelecida relações com as abordagens em questão. Neste quesito foram analisados pequenos produtores de coco dos Perímetros Irrigados de Apolônio Sales e Icó-Mandantes. Nesses perímetros encontram-se agricultores com diferentes contextos socioeconômicos, porém com a mesma origem de reassentamento e subsídio estatal. Todos são oriundos de uma transferência forçada em função da construção da Usina Hidrelétrica Luiz Gonzaga. Neste sentido, o estudo pretende iniciar um debate sobre as principais razões dessas diferenças e visualizar prováveis soluções.
O Polo Frutícola Petrolina (PE) / Juazeiro (BA), localizado no Semiárido brasileiro depois de receber investimentos do Estado para o desenvolvimento da sua atividade agrícola passou por uma significativa transformação do seu espaço agrário. Os investimentos em técnicas de irrigação favoreceram os produtores a cultivar manga e uva e expandir sua rede comercial para a Europa, Estados Unidos e Japão. O polo é um centro de atração populacional consolidado, exercendo a função de líder na região concentrando os principais serviços, além de ser o ponto de escoamento da produção agrícola local. Em virtude do desenvolvimento na agricultura, diversas empresas agrícolas, cooperativas e associações se instalaram na região, favorecendo o surgimento de novos serviços voltados para agricultura irrigada. Associado ao desenvolvimento agrícola surgiu exigências voltadas para proteção ambiental, favorecendo uma reestruturação do espaço agrário local. Este artigo tem como objetivo apresentar os vetores de impulso do crescimento econômico no Polo Frutícola Petrolina/Juazeiro, abordando as principais transformações no seu espaço. A metodologia consistiu em levantamento bibliográfico e visitas em campo, com realização de entrevistas nos órgãos públicos, privados e com os produtores agrícolas. A região em análise configura-se como um dos polos mais dinâmicos do Sertão pernambucano e baiano, destacando-se pela pelas altas taxas de exportação de manga e uva. O crescimento de sua atividade econômica contribuiu para intensificação do capital empresarial, mudanças nos hábitos de produção e a reconfiguração na hierarquia regional.
A inclusão dos pequenos produtores agrícolas nos nichos de mercado de produtos sustentáveis e solidários pode contribuir para a agregação de valor e ampliação das alternativas de comercialização da produção familiar. Dentre as opções disponíveis para acessar estes mercados está a certificação Fairtrade ou de comércio justo, direcionada exclusivamente para associações e cooperativas com predominância de agricultores familiares em países em desenvolvimento. Para exibir o selo Fairtrade e se beneficiar das melhores condições de comercialização deste mercado, as organizações de produtores precisam cumprir com os critérios do padrão Fairtrade que incluem aspectos organizacionais, sociais, trabalhistas e ambientais, bem como cobrir os custos de certificação. O presente artigo busca identificar e discutir os impactos sociais e ambientais da certificação de cooperativas de produtores familiares no Brasil. Para tanto, foram analisadas organizações certificadas de café nas regiões das Matas de Minas e Montanhas do Espírito Santo e de manga no Polo Frutícola Petrolina-Juazeiro. Estas regiões foram escolhidas por sua localização periférica, alta dependência socioeconômica na atividade agrícola, relevância da produção familiar e baixos índices de renda per capita e de desenvolvimento humano. A análise qualitativa se baseia em entrevistas com gerentes e técnicos das cooperativas, órgãos governamentais, associações de produtores rurais, sindicato de produtores e trabalhadores rurais, consultora regional da FLO e visitas a produtores membros e unidades de beneficiamento das cooperativas.

The race for economic development has brought an unprecedented transformation in agricultural activities and has been subordinated to an international logic of production and commercialization. This new scenario demanded the reconfiguration of urban and rural spaces, which were now endowed with new enterprises and meanings. Several activities once only found in the urban context, are now also available in rural areas. The transit of people between these spaces also began to have a new meaning. This article aims to contribute to the dialogues around urban dynamics and its relationship with the rural environment in Brazil, with emphasis on the submédio region of the São Francisco river valley, especially Petrolina and Petrolândia, Pernambuco municipalities. In the decades of 1980’s and 1990’s, these municipalities began their investments in irrigated fruit production and currently have their products commercialized in the main retail chains of the world. However, this process has also brought challenges for public management of these areas and also for reducing income inequality among producers.
