An integrated methodology has been designed to assist sustainable decision-making processes managed by spatial planners and developers in public authorities and the private sector. It emphasises public participation at early stages of spatial planning for the integration of sustainability criteria. It also acts as an integrated decision-support system for use at the plans and programmes approval stages to validate and complement strategic environmental assessment. A toolbox using state-of-the-art planning and geographic information system-based methods is complemented by five modules – conceptual models, system indicators, multi-criteria analysis, database management and geographic information system framework – which may be integrated in stakeholder participation tools throughout the implementation process. The approach therefore facilitates coherent responses to the following questions: What is the best way to design an integrated sustainable planning system? What is the best method to integrate sustainability criteria at early stages of planning? How can sustainability yardsticks successfully integrate environmental, social and economical aspects? Finally, how can stakeholder interest and participation in the planning process be stimulated? A scenario-based case-study of spatial planning in urban and peri-urban areas of Vitoria-Gasteiz, the capital of the Basque autonomous region in Spain, is chosen to report on the system validation.
El clientelismo político en Colombia, desde hace unas cuatro décadas, se ha venido configurado como objeto de estudio de antropólogos, sociólogos, historiadores y politólogos, incluso, se ha configurado como materia de discusión de periodistas y abogados. Los escándalos de corrupción en instituciones públicas, asociados erróneamente con el clientelismo, han suscitado el interés de muchos estudios de caso, que corroboran la existencia de racionalidades útiles a quienes detentan el poder, pero ineficientes dentro de las lógicas de un Estado moderno regido por la trasparencia, meritocracia y la participación ciudadana en defensa de lo público.
El objetivo del trabajo es evaluar la eficiencia del refuerzo aplicado a un edificio dañado por sismo en la Ciudad de México. La metodología consiste en el análisis de la respuesta del edificio original y reforzado con contravientos, cuando se les somete a los registros de los sismos de 1985 y 2017. La eficiencia del refuerzo se compara con el uso de disipadores viscosos. Los resultados muestran que, el incremento de rigidez logrado mediante los contravientos, reduce los desplazamientos, distorsiones de entrepiso y elementos mecánicos. Los disipadores de energía mejoran ligeramente la respuesta del edificio, sin justificar plenamente su uso, atribuido al reducido periodo que se logra con los contravientos, situación que lo aleja bastante de los máximos espectrales.
El puente arco espacial aparece en un contexto de nuevas demandas formales para los puentes, principalmente en entornos urbanos, donde la innovación estética es siempre deseada, e incluso se convierte en el objetivo primordial. También aparecen como el resultado de un proceso de diseño ortodoxo, para satisfacer requisitos funcionales poco habituales, como el puente de Schwandbach, diseñado por Robert Maillart, donde un arco soporta un tablero de planta curva.El objetivo fundamental de esta tesis es demostrar cómo el puente arco espacial simétrico supone una evolución tipológica del puente arco plano clásico. Esta estrategia de diseño permite vericar los condicionantes en tensiones y en deformaciones que determinan la validez de la estructura, es decir, en rotura y servicio. Según esta aproximación, los elementos propios del puente arco espacial simétrico, como las péndolas rigidizadas transversalmente, los atirantamientos al borde del tablero, la duplicación de arcos o los arcos inclinados convergentes, tienen una justicación que va más allá de razones estéticas, pues su aparición sería la consecuencia de la decisión de un diseñador que pretende resolver un problema de índole puramente estructural.Dado que, merced a la simetría longitudinal, los comportamientos estructurales dentro y fuera del plano del arco pueden considerarse desacoplados, el estudio del puente arco espacial simétrico analiza independientemente su comportamiento longitudinal y transversal (es decir, contenido en el plano del arco y perpendicular a éste).Entre los estudios llevados a cabo en esta tesis, se ha estudiado el diseño preliminar de secciones de arco y tablero cuando viene gobernado por sus esfuerzos y deformaciones en el plano del arco; el efecto de la rigidización longitudinal (y transversal) de péndolas sobre el comportamiento en el plano (y fuera de éste); el efecto de las distribuciones de secciones transversales del arco sobre el pandeo dentro y fuera del plano; el efecto de la posición de las articulaciones en las péndolas en sentido longitudinal y transversal; el estudio de conguraciones de péndolas tridimensionales formadas por cables aunque con capacidad a exión; la exión transversal del arco frente a cargas de viento y la efectividad de conguraciones de péndolas inclinadas, como las Nielsen-Löhse y Network.Esto permite además al diseñador elegir una amplia variedad de formas novedosas que resultan al mismo tiempo estéticamente agradables y altamente ecientes desde el punto de vista estructural.
Este artículo aborda el conflicto territorial surgido entre las comunidades campesinas caficultoras de Viotá (Cundinamarca, Colombia) y el Estado a raíz de las decisiones de ordenamiento territorial. En Colombia, el ordenamiento territorial institucional encuentra grandes dificultades de implementación debido al desconocimiento de las formas de vida y de los ordenamientos locales que se dan en el territorio. A través de relatos etnográficos, recorridos y entrevistas con los campesinos, se evidencia cómo el desencuentro entre las formas institucionales de manejo del territorio y las prácticas y sentidos de las comunidades campesinas generan conflictos territoriales que modifican las formas en que los campesinos se relacionan con el espacio habitado, que se tornan en grandes desafíos para su ordenamiento y gestan movimientos organizativos en torno a la gestión autónoma del territorio, su defensa y la de las formas de vida campesinas.
