Adequate government environmental supervision is the key to promoting green innovation which is an essential driver of green development. In environmental decentralization, an analysis of the mechanism of the inherent influence of central and local supervision on green innovation may prove to be of practical importance. The paper selects data from heavily polluting enterprises in A-shares in China from 2013 to 2019 using fixed-effects models, moderating effect models, heterogeneity tests, and other research methods for analysis. These results are: 1. Both central and local supervision can significantly facilitate green innovation in heavily polluting enterprises. Local supervision has a weaker promotion effect than central supervision. 2. The two environmental supervision approaches can work synergistically. Central supervision can enhance the effect of local supervision on enterprises’ green innovation. 3. An analysis of heterogeneity indicates that the two environmental supervision approaches significantly promote eastern heavy polluters engage into green innovation. However, they do not promote it significantly for non-eastern enterprises. In addition, the same regional heterogeneity exists in the positive moderating effect of central supervision. 4. Further research finds that both types of supervision induce high-quality substantive green innovation. Central supervision can further enhance the impact of local supervision on enterprises’ substantive green innovation. The paper provides empirical data references for establishing an environmental supervision path under collaboration by governments at different levels, and offers implications for achieving green innovation and optimizing pollution emission mechanisms in heavy polluters.
Most measurement and control systems of combines use digital tubes or LCD as their monitor, which has some problems like low brightness, poor functional expansion and over-occupy port resources. In this paper, a signal acquisition and failure alarm system of combine harvester is designed, based on touch screen technology. The system uses MCU as the main control unit to receive forward speed signal and rotational speed signals of threshing cylinder, transport grain auger and conveyor pan. It handles the signal data, makes judgments, and sends the signal data to the touch screen through serial communication. Some functions like parameters display, parameters setting and faults alarm are set in the touch screen. The system is applied to Taihu Star TH988 combine harvester and had rice harvest tests. The results show that it has good human-computer interaction and improves stability and accuracy, hardware structure and electrical design simplified.
The management of growth targets drives China's rapid economic expansion and leads to potential carbon emission externalities. This paper empirically investigates the impact of economic growth target setting on carbon emission performance using panel data from 257 Chinese localities between 2004 and 2020. The analysis is conducted using 2SLS instrumental variable regression, cluster standard error regression, and the spatial Durbin model. The empirical findings indicate that local economic growth targets conditionally improve urban carbon emission performance, and moderate targets effectively enhance regional carbon emission performance, with moderate targets effectively enhancing regional carbon emission performance. However, aggressive economic growth targets do not contribute to the enhancement of regional carbon emission performance. The analysis of mechanisms shows that moderate economic growth targets enhance regional carbon performance by fostering innovation in green technology, while aggressive targets impede performance by encouraging increased investment in fixed assets and the growth of new cities. The analysis of heterogeneity indicates that cities in the eastern and western regions, characterized by larger populations and lower reliance on natural resources, have more effective economic development targets for enhancing local carbon performance. Additionally, the establishment of local economic development targets negatively affects the carbon emissions performance of neighboring regions, with the most significant negative spillovers observed at a spatial scale of 100 to 200 kilometers. This paper expands upon research concerning the environmental consequences of setting economic growth targets and the factors influencing carbon emission performance. It offers practical insights for achieving a balance between economic growth and carbon emission governance in emerging market countries.
