Las evaluaciones al desempeño fiscal de los municipios son importantes para mejorar las políticas en materia de ingresos y gastos, así comopara fortalecer las finanzas municipales. Este estudio presenta la evaluación de los municipios de Sinaloa, mediante la construcción de un índice sintético determinado por una serie de indicadores simples que evalúa cuantitativamente el desempeño en materia fiscal de los gobiernos locales. Los resultados muestran un índice de desempeño mejor en la zona centro, centro-norte y parte del norte del estado de Sinaloa, mientras la sur (excepto Mazatlán), centro-sur, noroeste y parte del norte tienen un índice sintético más bajo.
Las evaluaciones fiscales a gobiernos municipales son importantes, para realizar propuestas y mejorar el federalismo fiscal. El objetivode este texto es analizar si las transferencias promueven mayor equidad entre municipios mexicanos y si contribuyen a mejorar su gestión fiscal. Se utiliza un método cuantitativo basado en dos indicadores (ingresos propios y dependencia) y valorado mediante el índice de Gini para medir la desigualdad. Los resultados muestran que el envío de transferencias disminuye la desigualdad interregional en más de 50 por ciento, sin embargo, se evidencia una relajación tributaria, sobre todo en municipios más dependientes con ingresos tributarios de solo 2 a 4 por ciento respecto a ingresos totales. Algunas limitaciones del trabajo son la falta de información para algunos años y la agrupación de ingresos municipales por entidad federativa. Los hallazgos pueden ser útiles para formular otras publicaciones realizando un seguimiento de las evidencias encontradas a nivel regional, específicamente en gobiernos más dependientes.
