Koncepcja gospodarki opartej na wiedzy zakłada, że głównym czynnikiem rozwoju społeczno- gospodarczego i kształtowania się nowych struktur gospodarki jest wiedza. Jest ona niezbędna do generowania i wdrażania szeroko pojętych innowacji. Wiedza zdobyta w wyniku edukacji formalnej szybko się dezaktualizuje lub jest niewystarczająca, stąd powstaje konieczność ciągłego uczenia się. Edukacja dorosłych obejmuje wszelkie formy uczenia się, które są podejmowane po zakończeniu wstępnego kształcenia i szkolenia. Jest realizowana w trzech formach: formalnej, pozaformalnej i nieformalnej. Celem opracowania jest zweryfikowanie, czy upowszechnianie się kształcenia osób dorosłych w krajach Unii Europejskiej znajduje odzwierciedlenie w zmianach poziomu innowacyjności. Do realizacji celu opracowania wykorzystano krytyczny przegląd literatury, analizę zastanych danych statystycznych oraz analizę porównawczą. Edukacja pozaformalna i nieformalna dorosłych w postaci szkoleń i kursów, które prowadzą do uzyskania kwalifikacji uznawanych wewnątrz danej instytucji (zakładu pracy, organizacji itp.), stanowi ważny czynnik determinujący poziom innowacyjności gospodarki. Kraje, w których w kształcenie przez całe życie są zaangażowane znaczne zasoby siły roboczej, osiągają lepsze wyniki w poziomie innowacyjności niż kraje, w których ten obszar aktywności edukacyjnej jest niedoceniany.
An important role in economic development and competitiveness is played by human capital, that is believed to lead to the growth of innovation. The innovative activities of companies, with a well-educated workforce as an essential component, are a necessary condition for any economy to achieve a competitive advantage in the international arena. The study objective was to investigate the relationship between the type of education (formal or non-formal) of individuals aged 25-64 and the level of innovation in the European Union member countries. The study uses data provided by Eurostat from three international surveys: The Labor Force Survey (LFS), Adult Education Survey (AES) and Community Innovation Surveys (CIS). The econometric analysis was carried out using tobit regression models. The study shows that innovation levels of EU countries, as measured by the synthetic SII index strongly depend on 1) the share of people with tertiary education undertaking additional formal or non-formal education, 2) the share of employees undertaking additional formal education, and 3) the share of persons undertaking additional formal or non-formal education. Among the variables studied, the smallest impact on the innovativeness of economies was that of the share of persons undertaking additional formal education. The results indicate a significant and positive role of additional education in increasing the level of innovation and competitiveness in the EU economies.

Streszczenie: Celem opracowania jest wyjaśnienie wpływu poziomu wykształcenia i kwalifikacji pracowników na innowacyjność gospodarki. W literaturze często spotyka się pogląd, że wiedza przekłada się na innowacje. Wyższy poziom wykształcenia pracowników generuje większą liczbę innowacyjnych pomysłów, co powoduje wzrost poziomu innowacyjności. Zakres przestrzenny analizy obejmuje kraje Unii Europejskiej w latach 2004-2012. W artykule wyjaśniono znaczenie kapitału ludzkiego dla gospodarki, a szczególnie dla jej konkurencyjności i innowacyjności, przeprowadzono analizę porównawczą struktury pracowników pod względem poziomu wykształcenia i posiadanych kwalifikacji w poszczególnych krajach Unii Europejskiej, a także podjęto próbę wyjaśnienia wpływu poziomu wykształcenia pracowników na innowacyjność gospodarek. Z przeprowadzonej analizy wynika, że poziom innowacyjności jest determinowany zarówno przez poziom wykształcenia, jak i kwalifikacje pracowników. Z punktu widzenia innowacyjności gospodarek ważny jest nie tylko poziom kwalifikacji, ale także specjalizacja. Specjalizacja kwalifikacji oznacza rodzaj koniecznej wiedzy czy umiejętności posługiwania się określonymi urządzeniami i narzędziami lub rodzaj stosowanych materiałów czy produkowanych wyrobów i usług. Kraje Unii Europejskiej, zaliczane do liderów innowacyjności, charakteryzują się wysokim udziałem pracowników z wysokimi kwalifikacjami w ogólnej liczbie pracowników. Ponadto udział zatrudnionych specjalistów jest tam również na bardzo wysokim poziomie. Jednak jest grupa państw, w których pomimo wysokiego udziału zatrudnionych specjalistów, innowacyjność pozostaje na niskim poziomie. Wydaje się, że wynika to z niskiej "jakości" zatrudnionych specjalistów. Z punktu widzenia innowacyjności gospodarki ważniejszy wydaje się udział pracowników z wysokimi kwalifikacjami w zatrudnieniu ogółem niż udział specjalistów. Wynika to z charakteru dzisiejszych innowacji, które wymagają współpracy pracowników z różnymi dyscyplin wiedzy i w ramach interdyscyplinarnych zespołów.
