These two books form the latest statements in a process of re-evaluating the character and role of ideology in the American Revolution. Rossiter's Seedtime of the Republic may be said to have initiated it by his attack on the belief that eighteenth-century political thought consisted of Locke et praeterea nihil. Robbins" The Eighteenth-Century Commonwealthman revolutionized accepted concepts of oppositional theory relevant between i688 and I776. But the central occurrence in this process remains the series of works published by Bailyn, in particular The Ideological Origins of the American Revolution.' We are now living with the consequences of a major upheaval in historiography and attempting to assess a changed landscape.It is now apparent that the Revolution employed-and in some measure was occasioned by-an oppositional ideology that had been nurtured in British politics for nearly a century.2 Late in the reign of Charles II the idea developed that the main threat to parliamentary liberty lay in the crown's effective employment of an enlarged patronage power. During the reigns of William III and Anne, England-Great Britain had emerged as a major European and Atlantic war-making power, fortified by an expanding professional army and a system of J. G.
