Batı Trakya Müslüman Türkleri, 1923'ten günümüze kadar pek çok sorunla ve ayrımcılıkla karşı karşıya kalmış, özelikle Türk-Yunan ilişkilerinin Kıbrıs Sorunu sebebiyle bozulduğu 1970li yıllar sonrasında ayrımcılığın ve sorunların şiddeti artarak devam etmiştir. Bu sorunların başında, etnik kimliğin reddi, eğitim, vatandaşlıktan ıskat, din ve vicdan hürriyeti ve buna bağlı müftülük sorunu, kurumların kontrolü sorunu, demografik yapının değiştirilmesi, ifade özgürlüğüne sınırlamalar gelmektedir. Ancak, 1990'ların son yarısında ve 2000'li yıllarda Yunanistan'da azınlık hakları konusunda olumlu gelişmeler meydana gelmiştir. Bu bağlamda, azınlığı mağdur eden tüm sorunların çözümü sağlanmasa bile bazı alanlardaki gelişmeler incelemeye değerdir. Bu çalışmanın amacı 1990'lardan itibaren Yunanistan'daki azınlık hakları konusunda Avrupalılaşma ve Avrupa kurumlarının etkisini analiz etmektir.
Yunanistan 1990'lara kadar göç veren bir ülke olması nedeniyle göç politikası oluşturmaktan çok uzaktı. 1981'de Avrupa Topluluğu üyesi olan Yunanistan'da bu tarihten sonra ekonomik gelişme yaşanmış, komünist rejimlerin çöküşüyle birlikte hızla göç alan bir ülke haline gelmiştir. Yunanistan, özellikle 1990'lı yıllarda Arnavutluk'tan gelen göç dalgası ile birlikte göç politikasında kapsamlı bir düzenlemeye gitmek zorunda kalmıştır. 2015-2016 tarihleri arasında Suriye'de yaşanan iç savaşın bir yansıması olarak yeni bir göç dalgası ile karşı karşıya kalmıştır. Göçmenlerin Avrupa yolunda ilk durağı haline gelen ülkede, 2016 yılında Göç Politikaları Bakanlığı kurulmuştur. Yunanistan coğrafi konumu nedeniyle göç hareketlerinden en çok etkilenen ülkelerin başına yerleşmiştir. Bu çalışmanın amacı Yunanistan'ın göç meselesini insan hakları / değer odaklı mı yoksa maliyet /yük eksenli mi değerlendirdiğini analiz etmektir. Resmi söylemlerde AB'ye yapılan vurgular analiz edilerek, Yunanistan'ın göç meselesinde AB'ye verdiği referanslarda Avrupa değerleri ve normlarını mı yoksa yük paylaşımını mı vurguladığı çözümlenecektir.
This paper analyzes Turkish-Greek relations during the contentious period of July 2019-2022, when tensions between the two countries have risen due to domestic and conjunctural factors. The study employs a Discourse Historical Approach to reveal the processes of identity construction in Turkey’s President Recep Tayyip Erdo?an and Greece’s Prime Minister Kyriakos Mitsotakis’ political statements. The analysis suggests that the two leaders have developed discursive repertoires of frenemies, which represent interactive processes of logics and practices of amity and enmity between Turkey and Greece, in which they are competitive and mistrustful, but also convinced that collaboration advances their respective and often conflicting interests.
