The main aim of this paper is to propose a new aggregation operator to improve the evaluation of the transparency index. This new operator is called the prioritized induced ordered weighted average weighted average (PIOWAWA) operator. The main characteristics of the PIOWAWA operator are that it allows considering the degree of importance, reordering and weight factors given to the information in the same formulation by the decision maker. A mathematical application is performed using a Colombia transparency case. The findings highlight that according to the operator used, there are significant changes in the ranking. The main implications are given by using these aggregation operators for the generation of scenarios by considering the changes in the allocation of weights, the level of importance and the ordering of information simultaneously.
El objetivo principal de esta investigación es analizar el nivel de conocimiento financiero de los habitantes del departamento de Boyacá. Para esto se realiza un análisis descriptivo y un análisis híbrido con el operador de agregación de la media ponderada ordenada – OWA, desde tres perspectivas: el hábito de ahorro, el uso de servicios financieros y la mejora de la educación financiera. La investigación considera tres conceptos fundamentales sobre conocimientos financieros básicos, conformados por el interés compuesto, la inflación y la diversificación del riesgo. Así mismo, se considera la metodología de la Superintendencia Financiera de Colombia, con el fin de usar conceptos propios del entorno que permitan la contextualización del participante frente a interrogantes del mercado financiero nacional. Para esto se determina la muestra de estudio de forma probabilística por provincias, que corresponde a un total de 1914 unidades y se presentan las cinco preguntas que permiten brindar una aproximación fiable sobre conocimientos básicos en finanzas. Los hallazgos muestran que los boyacenses presentan dificultad en comprender las capacidades de diversificar y diferenciar el riesgo, lo cual afecta el nivel de conciencia y de responsabilidad de sus decisiones financieras. Como conclusión se destaca que la debilidad en el conocimiento financiero restringe el desarrollo de hábitos financieros que permitan otorgar mayor empoderamiento a las personas, por lo cual se hace pertinente la ejecución de planes de acción que redunden en alianzas público-privadas, de acuerdo con la Estrategia Nacional de Educación Económica y Financiera de Colombia.
This main aim of this paper is to propose a methodology for the prediction of the future price of the brown pastusa potato in Colombia, taking into consideration the variables of interest rate, as measured by fixed term deposits (FTDs), and inflation rate, as measured by the consumer price index (CPI). The methodology conducts linear regression analysis and assesses the results using the significance test, the Durbin-Watson statistic, analysis of the variance inflation factor (VIF) and the coefficient of determination. After that, the forecast of the independent variables has been conducted with the ordered weighted moving average (OWMA) operator and new proposed OWA operators using probabilities that are presented in the paper. Using these new methods and the proposed econometric model, it is possible to establish future prices. The results show a greater impact of the interest rate than inflation, as well as the need to include supply and demand variables that have not been included due to the absence of systematic information.
Los profundos cambios globales asociados a la crisis sanitaria, social y económica, producto del nuevo coronavirus COVID-19 (Du et al., 2020; Estalella, Zabalegui, y Guerra, 2020; Huang et al., 2020), han puesto de manifiesto las barreras a la innovación en los sistemas de salud, justificados en débiles conocimientos y procesos tecnológicos, incertidumbre y rechazo de las personas a la modificación en los patrones de rutina, revelando en términos generales aversión al cambio (García-Alegría y Gómez-Huelgas, 2020), sin embargo demostrando la imperiosa necesidad de una rápida capacidad de respuesta frente a estos cambios emergentes o súbitos, en un entorno altamente turbulento (Burnes, 2005; Sandoval Duque, 2014).
