Este artigo analisa os desafios da democracia no ocidente neste início de século, diante do radicalismo que acompanha a ascensão da direita conservadora ao poder político, com foco nas eleições presidenciais no Brasil em 2018 e nos Estados Unidos da América em 2016. Na primeira parte do trabalho, são descritas algumas das contradições das democracias de ambos os países, em seus respectivos contextos políticos e sociais. Na segunda parte, a partir de categorias da democracia liberal, a pesquisa busca compreender as conquistas e insuficiências das instituições democráticas contemporâneas. Peter Mair descreve a convergência para o centro dos programas partidários e o enfraquecimento da classe política tradicional, como causa da vitória desses novos atores. A investigação pretende contribuir para que movimentos democráticos possam encontrar alternativas a esse cenário. Em um ambiente de descrença nos representantes eleitos, promessas de mudanças profundas na política ganharam espaço. No entanto, é preciso estar atento se discursos e programas admitem a redução ou mesmo a eliminação da mediação democrática para a solução dos diversos conflitos sociais.
Este artigo analisa a relação entre o aumento da desigualdade no Brasil e nos Estados Unidos da América e a necessidade de um Estado social para o século XXI. Na primeira parte, estabelece-se uma relação entre a consolidação do neoliberalismo e a concentração da riqueza global. Na segunda parte, é feita a descrição da crise do Estado social nos dois países e são apresentadas as propostas de um Estado social para o século XXI. A definição da posição jurídica dos direitos sociais é analisada em conjunto com suas disputas políticas e econômicas, de forma interdisciplinar. Assim, a pesquisa guarda uma referência metodológica exploratória, ainda que se utilize de técnicas históricas e de uma perspectiva teórica marcadamente crítica. Os resultados apontam para uma diminuição da mediação do Estado social entre capital e trabalho. No entanto, estudos científicos e organizações internacionais ainda sustentam que os direitos sociais são centrais para a redução da desigualdade neste século.
