Federalism is created by a state having heterogeneous population with a desire to have provisions for adequate distribution of economic resources within a democratic form of government. The economic interaction is usually guaranteed by the constitutional arrangement of the land. The desire for the creation of a federation may be the economic interaction, interdependence on each other by the Centre and federating units. Proper distribution of powers between the Centre and Federating Units flourish when the residuary powers are vested in the federating units. The 18th Constitutional Amendment made a landmark in the history of Pakistan as it introduced a paradigm shift in the democratic set-up of the country. This shift had long been cherished by most of the mainstream political parties as it gives an opportunity to the ruling parties to complete the tenure of the government.
Narrative offers an evocative opportunity to understand the power of knowledge manipulation within the public policy system. Despite the influence of narratives in designing, formulating, and implementing of public policies, it is a relatively nascent concept in public policy studies.The war in Afghanistan truly represents a battle of narratives. This paper takes a Narrative Policy Framework (NPF) approach to explore the narratives used by resistance forces in Afghanistan within the belief system of a religion. It acknowledges that narratives matter and that by studying the same, one can construe their influence on policies. The paper finds that resistance groups such as the Taliban, mobilize support and operate in battlefields across Afghanistan; simultaneously bolstering their legitimacy and community influence garnering support from within and outside Afghanistan.
CPEC is the first of the Belt and Road Initiative’s (BRI) six envisioned corridors and the flagship project connecting the belt from Kashgar with the maritime Silk Road at Gwadar Port of Pakistan. From Pakistan’s perspective, this project has been labelled “Fate Changer” for Pakistan and “Game Changer” for the entire region. CPEC is expected to bring significant economic and geo-strategic benefits for Pakistan and China. The expected investment of USD 60 billion will elevate Pakistan’s economy and security. Both the countries remain committed to see its timely completion. While CPEC offers opportunities at global, regional and domestic levels, it faces some internal and external challenges. Therefore, a comprehensive approach in realm of foreign policy initiatives, governance and security domains is required.
This paper explores the various intervention approaches adopted by both India and Pakistan regarding Kashmir issue. It uses the theoretical approaches of Constructivism, Realism and Balance of Power Theory. The study's objectives are divided into three categories, each entailing the Kashmir issue under the mentioned three theoretical approaches mentioned earlier. These variables are observed keeping in mind the empirical data available over the years, which define the situation of Kashmir from the time of Independence 1947 to the present scenario with regards to the Indo-Pak policies of influence under the cited theoretical prospects. As a result, the research concludes that not only Kashmir has been a humanitarian crisis where innocent people are slaughtered daily, but also a grave phenomenon for the international community who has failed to resolve it in 70 years.
