Se analizan los impactos sobre el crecimiento del pib y el producto potencial de los tlc de Chile, México y Perú con Estados Unidos. Se revisa la literatura existente y resalta la necesidad de políticas complementarias para que estos acuerdos sean exitosos. Chile y Perú exportan más de los mismos bienes con reducido procesamiento y contenido tecnológico, mientras que en México predominan productos más avanzados. Se realizaron diversas pruebas estadísticas de quiebre estructural concluyendo que los tlc no han modificado la trayectoria de crecimiento del pib de las tres economías. Sin embargo, hay quiebres en el caso de las exportaciones en México y en otras variables de Chile. Con el modelo de Thirlwall se determina que la capacidad exportadora se ha elevado, pero no se ha incrementado el producto potencial por el aumento de la elasticidad importaciones-producto. Las tres economías tuvieron un mayor crecimiento de su producto potencial antes de la firma de los respectivos acuerdos comerciales.
Se examina la literatura e información estadística reciente en torno al desempeño macroeconómico de la industria maquiladora en México, y se determina su contribución actual a la balanza de pagos, empleo, remuneraciones, valor agregado y al crecimiento económico. La aportación de esa actividad al crecimiento económico es ahora reducida, pero puede ser más significativa si se modifican sus parámetros estructurales y de la economía: la propensión de la industria maquiladora a importar insumos (recíproca a la suma del componente de insumos nacionales y la aportación al valor agregado), el componente importado de la formación bruta de capital, la propensión media a importar del resto de actividades y la estructura de la distribución del ingreso. Se esbozan las políticas que podrían diseñarse y aplicarse para mejorar la articulación de ese sector con el resto de las actividades productivas.
Se integra y actualiza el balance de las contribuciones de Petróleos Mexicanos (PEMEX) a la economía del país en términos de la producción, balanza de pagos, finanzas públicas, empleo y endeudamiento público. Se analizan las vinculaciones del sector hidrocarburos con las diferentes esferas económicas y con las otras actividades productivas a partir del diseño y construcción de una tabla insumo-producto bisectorial para 2003. Se comentan los principales problemas del sector y se realizan diferentes ejercicios para evaluar los encadenamientos del sector hidrocarburos con respecto al resto del sector productivo, los impactos de modificaciones en las exportaciones petroleras y de incrementos en los precios de los hidrocarburos.
