This paper incorporates human capital accumulation through provision of universal public education by a balanced-budget government to a demand-driven analytical framework of functional distribution and growth of income. Human capital accumulation positively impacts on workers’ productivity in production and their bargaining power in wage negotiations. In the long-run equilibrium, a rise in the tax rate (which also denotes the share of output spent in human capital formation) lowers the pre- and after-tax wage share and physical capital utilization, and thus raises (lowers) the output growth rate when the latter is profit-led (wage-led). The impact of a higher tax rate on the employment rate (which also measures human capital utilization) in the long-run equilibrium is negative (ambiguous) when output growth is wage-led (profit-led). In any case, the supply of higher-skilled workers does not automatically create its own demand.
RESUMO -Para suprir a deficiência de dados sôbre a disponibilidade e a efetiva utilização de leitos hospitalares, bem como sôbre a morbidade hospitalar em nosso meio, procedeu-se a um censo hospitalar no município do Salvador, Bahia -Brasil. Em uma data escolhida ao acaso aplicou-se um questionário pré-codificado a todos Hospitais e Serviços de Urgência, ou a quaisquer outras entidades que mantivessem leitos hospitalares na área urbana de Salvador. Os questionários foram analisados e com base nos dados obtidos discutiuse: disponibilidade de leitos e sua efetiva utilização; distribuição dos leitos entre as várias especialidades; serviços auxiliares ou complementares e sua adequação às necessidades; características das pessoas internadas; formas de pagamento da assistência hospitalar; morbidade hospitalar. Conclui-se que estudos desta natureza fornecem valiosos dados para o Planejamento de Saúde recomendando sua realização em maior escala.
ResumoEste artigo analisa a sustentabilidade do endividamento estudantil em um modelo teórico no qual o nível de atividade econômica é determinado pela demanda efetiva agregada. Enquanto grande parte da literatura sobre dívida estudantil considera em sua avaliação de sustentabilidade apenas os diferenciais de salário entre trabalhadores com níveis de escolaridade distintos, propõe-se uma metodologia formal que compreenda os impactos desse endividamento sobre determinadas variáveis macroeconômicas que influenciam a capacidade de pagamento dessa dívida, tais como a taxa de emprego. São comparadas duas formas de pagamento da dívida, sendo a primeira similar aos Income-Driven Repayment Plans, recentemente comuns nos Estados Unidos, e a segunda a propensão marginal a consumir das famílias que se adapta, em alguma medida, ao serviço da dívida. O resultado obtido indica que fatores como a distribuição da renda e as propensões marginais a consumir de diferentes classes funcionais têm impacto sobre as condições macroeconômicas para a sustentabilidade desse endividamento.Palavras-chave: Dívida estudantil; Distribuição de renda; Regimes Minskyanos de financiamento; Macrodinâmica; Demanda efetiva agregada.
Abstract
Sustainability of student debt in demand-led macrodynamicsThis paper analyzes the sustainability of student debt in a theoretical model in which economic activity is determined by aggregate effective demand. While most of the literature on this topic only considers the wage differentials among workers with distinct educational levels, we propose a formal methodology that considers the impact of this indebtedness on certain macroeconomic variables that affect the possibility of serving the outstanding debt, such as the rate of employment. We compare two forms of debt repayment, the first being similar to the " Income-Driven Repayment Plans", which have become common in the U.S. as of late, while, in the second, households' marginal propensity to consume adapts, to some extent, to the debt service. Our results indicate that factors such as the distribution of income and marginal propensities to consume of different functional classes affect the macroeconomic conditions related to the sustainability of student debt.
