A partir de un enfoque alternativo, se asume que es la sociedad a la par con los asentamientos humanos, la que provoca el riesgo. Este artículo analiza la producción del riesgo de desastre en Mexicali, durante las primeras tres décadas de su desarrollo. A partir del modelo presión y liberación, se realiza una revisión histórica para identificar las decisiones, situaciones e intereses que intervinieron en la configuración y transformación de la relación compleja entre peligros naturales y vulnerabilidad.

Así espacio y tiempomantienen viva esta transferencia que deambula entre el discurso, el tiempo y el espacio paradarle sentido a la interpretación histórica y geográfica, víctimas y seductoras de estas pasiones.

Todo lo que ha actuadoen la historia ha quedado inscrito en el espacio. De tal forma que podemos leer en él como enun gran panel, las trazas, las inscripciones, las relaciones de todos los actores de la historia, incluso las ausencias y los silencios.3 Sin embargo, el que los acontecimientos sean al mismotiempo espaciales y temporales no significa que se puedan interpretar fuera de sus propiasdeterminaciones o sin tener en cuenta la totalidad de la que emanan y que ellos reproducen. Elespacio social no se puede explicar sin el tiempo social.4Por lo tanto, se parte de considerar a los sucesos dentro de la lógica espaciotemporal, lo cualsugiere a las determinaciones como el punto medular de interpretación, así como la reflexióndesde la totalidad en donde se desenvuelven y trabajan los actores sociales y los elementos queparticipan.
