In South Africa, the development of Small scale emerging contractors (SSECs) has become vital to bring about economic prosperity and the government has prioritised the advancement of SSECs as the vehicle towards achieving economic growth, development and job creation for previously disadvantaged people. This paper reviewed related construction studies on small scale contractors and highlighted unique roles and challenges as they relate to emerging construction businesses. The paper established that the main challenges affecting SSECs included finance, skills shortage, enabling environment and competition. Based on data analysis, it is imperative for the South African government to develop a clear and more comprehensive small business contracting policies that would enhance growth and profitability of Small scale emerging contractors.
Organizational restructuring has become a modern strategy for responding to technological, market and global changes and thus improving the competitiveness of the organisation. Due to technological, global and environmental changes, organisations are forced to change their structure in order to keep up with competitors in the industry. However, changes in the organisation may have dire consequences to employees and also to the organisation as a whole if not implemented properly. The aim of this research was to assess the impact of organisational restructuring in agricultural colleges by focusing on Grootfontein Agricultural Development Institute and to make recommendations to the management of GADI. This research identified the factors that contribute to failure of restructuring and causes of resistance to change by employees. A quantitative research methodology was used to collect data in this study. The total population of 123 respondents was targeted, with 82.9% response rate achieved. A questionnaire instrument with close-ended questions was used to collect data from sample population. This study was significant in that it provided insight on the impact organisational restructuring has on employees and by identifying measures that enable acceptable/appropriate organisational restructuring. The findings of this study reveal 75.5% of the respondents believe that restructuring will improve their working conditions and 64.8 agree that restructuring will not cause instability in the institute. In addition, a high percentage of staff (69.6%) indicated that they are dedicated to work hard to make restructuring successful. However, 61.1% of the staff indicated that there is a lack of adequate internal communication and 52% feeling that the restructuring process is transparent. It was recommended that management improve on communication and to render the process transparent for everyone in the organisation. It was also recommended that leadership should share the vision with the staff if they are to make sure that the strategy meets minimal resistance from employees. Aim of the Study The aim of this dissertation is to assess the impact of organisational restructuring in agricultural colleges by focusing on GADI and to make recommendations to its management. The aim of the study was to evaluate if the NIECS is being used effectively for the Learner management by the examination officials in different examination sections. Nationwide in South Africa, shortage of computer literate officials has become a critical challenge in most of the organisations. Ehlers (2006:63) reiterated that worldwide a severe shortage of professional computer literate people is expected to occur between 2005 and 2020.Since the introduction of National Integrated Examination Computer System (NIECS) at Limpopo Province in 1999, the researcher observed reluctance among examination officials in implementing the NIECS. The objective of the study was to describe the perceptions of examination officials regarding the role of NIECS, to determine the effective use of NIECS, and to identify barriers to the effective use of NIECS in learner management. The research methodology employed in this study was the Quantitative descriptive simple survey research design. The setting was at Department of Education, Limpopo Province. The population was all examination officials who are working at Head Office, Polokwane, for the purpose of learner management.Non probability, convenience sample of 80 examination officials was used. Data was collected utilising a self report with 41 closed ended and open ended questions. Raw data was fed into a SPSS with the assistance of a statistician. Data analysis was conducted through use of descriptive statistics. A problem of increased workload will remain a challenge for as long as available technology is not used appropriately. It is recommended that staff development should incorporate computer training in service management programmes.All officials in the organisations should undergo compulsory basic computer literacy training. The training should be done as part and parcel of induction and orientation programmes.
