Sweetpotato (
Ipomoea batatas
) is a vital crop for overcoming food insecurity in sub-Saharan Africa and its production is highest in East Africa where yields are high and the growing seasons are short. This cross-country study assessed farmers' local practices and their knowledge of the biotic constraints to sweetpotato production in Uganda, Rwanda, Kenya and Tanzania with the aim of providing empirical data that can ultimately be used to enhance sweetpotato production in these four countries. We collected data from 675 households using a standardized questionnaire integrated with a web-based mobile app. Survey results provided strong evidence that sweetpotato is valued as an important subsistence crop among smallholder farmers on pieces of land of less than 0.4 ha, and we observed that females were more involved than males in sweetpotato production. Sweetpotato was ranked as the second most important staple crop after cassava. Farmers noted an increase in sweetpotato production over the past five years in Uganda and Kenya but a decrease in Rwanda and Tanzania; the proportion of farmers who reported a decrease (33%) and an increase (36%) did not significantly differ. The main constraints to production were reported to be pests (32.6%), drought (21.6%), diseases (11.9%) and lack of disease-free planting materials (6.8%). Farmers recognized the signs and symptoms associated with sweetpotato diseases on leaves, root tubers, and whole plants, but most were unable to assign the disease type (bacterial, fungal or viral) correctly. We suggest that regional governments improve education, increase the provision of clean planting materials and strengthen breeding programs to improve disease resistance.
Farmer-led seed enterprises can produce good quality seed and market it. However, for them to thrive, they need a conducive policy and regulatory framework that is inclusive and less stringent than existing regulatory frameworks. One way to provide a more enabling environment for farmer-led enterprises is through the Quality Declared Seed (QDS) production and marketing system. In Uganda, this seed class is specifically introduced for farmer-led enterprises to produce and market quality assured seed of crops and varieties not served by the private sector. The class is anchored in the Ugandan National Seed Policy and its seed regulations and its operationalization plan. We identified a combination of three strategies that enabled the QDS class to be incorporated into the National Seed Policy. These were: (i) to generate evidence to demonstrate that local seed businesses (farmer groups) can produce and market quality seed; (ii) to engage stakeholders towards an inclusive seed policy; and (iii) to develop a separate QDS regulatory framework. By 2021, institutionalization has reached a critical mass. Areas of attention for full institutionalization are the decentralization of inspection services, awareness and demand creation for quality seed, increasing the number of seed producers, and solving shortages of basic seed (starting material for producing seed).
Motivation: Efforts to increase smallholder access to improved varieties and quality seed is often central to agricultural development, economic growth, and poverty reduction in low-income countries. Yet many governments and development partners grow impatient with slow progress in their seed sectors. Uganda stands out for its recent policy innovations, regulatory reforms, and market experiments for seed, and for the extensive analysis of its experience.
Purpose: This article reviews the changing landscape ofUganda's seed system and assesses recent policy, regulatory, and institutional changes.Methods and approach: We draw on a wide range of documents, studies, and statistics.Findings: The low uptake of improved varieties and quality seed in Uganda has encouraged innovation to overcome failures in the country's seed market. These innovations include regulatory changes to allow the production of quality declared seed (QDS) by smallholder seed producers; labelling to allow text message verification of seed; and crowd-sourcing information on seed quality by farmers. All have promise, but it remains to be seen just how effective they will be. In the meantime, vested interests may resist moves to a more innovative seed sector, instead preferring to maintain the incumbent approach designed to use seed
