Exploitation of oil and gas resources in the Arctic offshore is one of Russia’s key priorities in such areas as science, economy, and technology. Global trends, harsh climate conditions, fragile ecosystems, conditions of the pandemic and post-pandemic periods, price volatility, and the growing importance of the environmental factor require that the process of developing the Arctic’s hydrocarbon resources should become strategically sustainable. The paper provides a deep literature review on sustainability issues, sustainable development, strategic sustainability, and project efficiency in the Arctic offshore oil and gas sector. The paper analyzes the trends and conditions that substantiate the need to transform the traditional sustainability concept to meet new challenges and comply with new policies. Based on the analysis, the authors propose a definition of and a conceptual framework for strategic sustainability of oil and gas offshore projects in the Arctic.
The relevance of the technical and economic evaluation of options for the optimization of electrification projects of hydrocarbon production facilities is due to the growing need for the development of new fields in undeveloped and hard-to-reach territories. Development of new fields requires the construction of large amounts of infrastructure energy facilities, new solutions to improve energy efficiency, reducing capital intensity of projects, solutions to improve the efficiency of resource use in the circular economy, and the use of renewable energy sources (RES). Analysis of the technological directions of electrification of hydrocarbon production facilities proves that the low level of application of RES for energy supply purposes is due to the lack of experimental data on the implementation of this kind of project. This study considers features of technological solutions, practical recommendations, and the main limitations of the application of a hybrid automated system based on RES for the electrification of gas production facilities located in poorly-developed territories. A comparative technical and economic analysis of electrification options using autonomous RES and construction of a power transmission line (PTL) to a remote section of an oil and gas condensate field located in the Arctic zone was carried out. In order to justify the implementation of the electrification project with the use of RES sources, the climatic potential of the region was assessed, and the calculation of energy supply needs and a comparison of alternatives on the basis of specific total capital and operating costs were provided. Assessment of the specific indicator of costs for the proposed variant of the autonomous energy complex based on wind generation indicated savings of RUB 2.24 per kilowatt-hour of energy used. The results of the study can be used in project planning and evaluation of proposed technological solutions based on the rational choice of energy sources and optimization of cost indicators for the construction and operation of energy supply systems.
Sustainable development of the Arctic is the main priority of the state policy regarding regional development of the Russian Federation. The study of the Arctic zone of the Russian Federation for the formation of principles, methods and strategies, as well as organizational and economic mechanisms for its sustainable development is topical at present. This article deals with one of the strategic decision-making tools used in the process of implementing the development program for the Russian Arctic, namely, the assessment of the technical and economic potential of the Arctic fields. The purpose of this assessment is to rank the fields according to the priority of their commissioning for a more optimal distribution of costs in the development of Arctic resources. This paper presents the results and methodology of technical and economic potential estimation in general, and the potential of the Arctic oil and gas fields in particular. An analysis of the conceptual apparatus in the field of the evaluation of various types of potential is carried out. The methodology for assessing the technical and economic potential of a field are investigated. The problems arising in the process of such an assessment are revealed. Recommendations for improving the methodology of assessing the technical and economic potential of oil and gas fields in the Arctic are given. The necessity of expanding the list of indicators for assessing the technical and economic potential of these fields, taking into account current trends, has been noted. A list of 10 technical and 26 economic indicators to assess the technical and economic potential of the development of offshore Arctic fields is proposed.
The article analyzes the organizational structure of the project management development with regard to the field of traditional oil reserves, functional responsibilities and areas of responsibility of its participants, as well as the mechanisms of their interaction during the implementation of work to form the organizational structure of managing a large and unique project – the development of high-viscosity oil deposits. It has been revealed that in modern business conditions the implementation of projects for the development and recovery of high-viscosity oil fields based on the traditional organizational structure of management is not effective enough. The main reasons that impede the successful implementation of projects for the development of new deposits based on the traditional organizational structure of management are identified. A new organizational structure for managing a field development project is proposed, which includes a single center of responsibility for the field development project. By the example of the Ashalchinskoye field, the economic effect of using the formed organizational structure for managing the project for developing the field in the form of a possible additional annual oil production was calculated.
