The article presents the results of RANEPA Center for Lifelong Learning Economics' Monitoring of Efficiency of School Education concerning teachers' and parents' perceptions of student achievement. The study involved analysis of official statistics and data from sociological surveys of parents, teachers, and school administrators across different types of communities structured by the level of socioeconomic development. The fact that student achievement is largely contingent on teacher quality is beyond dispute. It turns out, however, that teachers also attribute poor student performance to low parental involvement, socioeconomic disadvantage, health issues, and irresponsible student behavior. According to teachers, the proportion of students unable to cope with the curriculum increases consistently from grade to grade, peaking in Grades 8 and 9. Better student performance in Grades 10-11 (high school) may be explained by withdrawal of some students after completing the middle school level. Most parents perceive their children's academic performance to be above average. At the same time, along with teachers, parents report a decline in student achievement in middle school. Families attribute this downswing in performance to various factors, including lack of subject-specific abilities, flawed curricula, and decline in student engagement. Only 9.3% of parents consider teaching quality to be a factor of low student performance. Lower average family income is associated with higher frequency of reporting low child performance at school. The influence of family income on student achievement may be explained, in particular, by differences in the opportunity to buy extra tuition, including private tutoring.

Изучение мнения учителей о состоянии и развитии системы общего образования, а также их самоидентификации должно стать обязательным элементом при формировании государственной политики в сфере общего образования.В основе проведенного исследования лежат данные Мониторинга общего образования, проведенного Центром экономики непрерывного образования Института прикладных экономических исследований Российской академии народного хозяйства и государственной службы при Президенте Российской Федерации в 2020 г. в Новгородской, Нижегородской и Тульской областях. Опрос проводился в начале марта 2020 г., когда еще не произошел экстренный переход школ на дистанционное обучение в связи с пандемией коронавируса. Поэтому в статье почти не отражены изменения в отношении учителей к их профессии и труду, обусловленные резким изменением формата педагогической деятельности. Вместе с тем результаты мониторинга могут служить отправной точкой при анализе постковидной ситуации в системе общего образования.Несмотря на принимаемые государством меры по обновлению педагогического состава школ, существенных сдвигов в данной сфере не происходит. Зачастую сами учителя не готовы к обновлению кадрового состава школ и выдвигают в качестве причины недовольства изменениями связанное с ними ослабление профессионального уровня коллектива. Молодежь, в свою очередь, все чаще выбирает профессию учителя случайно, ищет дополнительные источники дохода внутри или вне системы образования и готова в любой момент покинуть школу. Авторы делают вывод,что привлечение молодежи в школу должно сопровождаться дополнительными управленческими решениями по повышению эффективности работы школьной команды в ситуации обновления кадрового состава.

The article deals with the main trends occurring in the school education system, which are caused by an increase in the average salaries of teachers. The analysis is conducted both on the basis of official statistics from the Federal State Statistics Service and on results from monitoring the effectiveness of schools conducted by the Center for Continuous Education Economics of The Russian Presidential Academy of National Economy and Public Administration. It is shown that parents don't associate improvement in the quality of teaching with the growth of teachers' salaries. At the same time, they believe that the school performs its functions quite successfully. Teachers themselves are increasingly unhappy with the size of their wages, most of them didn't feel its increase. At the same time, only 6.6% of teachers plan to leave the profession and work in another sphere. The salaries of physicians, university lecturers and particularly researchers fail to attract equally focused attention or arouse such heated discussions. This is not coincidental, since school activity involves, directly or indirectly and on an almost permanent basis, over 50 million Russian citizens -students, their parents, teachers, school administrations and education authorities -and even more considering grandmothers and grandfathers and all those involved in servicing schools. Therefore, any changes in the state of affairs at schools leads to a broad public response and serious social implications because both families and the general public associate the future prospects of both social success and the country's development with quality education for the rising generation.
