Since environmental quality is considered to be a feature indispensable to a healthy and dignified life, civil society must integrate the decision-making processes involving inalienable rights such as the protection of the environment. In this context, pursuant to article 225 of the Federal Constitution of Brazil of 1988, the defense and protection of the ecologically balanced environment for present and future generations is a responsibility of both the Government and the community.. However, proper information being inaccessible there is not a basis for making a well-educated decision, thus rendering society unable to participate in this process. In this sense, access to environmental information constitutes not only an implementation tool but also a significant prerequisite for public participation in environmental matters, since information is a major source of knowledge. At the first stage of this study, the various concepts of environmental information as well as their societal importance are discussed. Then, the study ponders upon the legislation that guarantees access to environmental information in the MERCOSUR member countries: Uruguay, Paraguay, Argentina and Brazil. The needs for integration of public policies for environmental protection by this Latin American community, as well as for the establishment of thematic environmental education, directly related to the process of sustainable development, were among the priorities of the Treaty of Asunción, establishing the MERCOSUR in 1991. In this context, the right of access to information in the MERCOSUR countries appears to be of outmost importance. Finally, the paper concludes that information, being the cornerstone of ethics and good citizenship, is regarded as a basic instrument for building environmental awareness of the population as well as essential for sustainable development, being the ultimate target set by Agenda 21. Public policies for environmental education and awareness can only be effectively implemented on the basis of integration between the neighboring, Latin American countries, being part of a block which seeks economic integration, as well as political, social and cultural development.
A pesquisa aborda a teoria da equidade intergeracional com análise da complexidade e processo de sua instrumentalização nas conferências mundiais sobre desenvolvimento sustentável da Organização das Nações Unidas (ONU), a partir da ECO-92, e nas agendas globais de sustentabilidade, dada a expressa previsão de preocupação com as futuras gerações constante na Conferência de Estocolmo, de 1972, que faz refletir sobre as seguintes questões: qual é a herança planetária que será deixada? Qual é o tipo de planeta que as futuras gerações habitarão? A partir dessa abordagem, é possível se enxergar, nas agendas globais sobre desenvolvimento sustentável, uma via profícua para a consecução de metas para a proteção ambiental e assegurar, assim, às futuras gerações um meio ambiente social, econômico e ecologicamente equilibrado? A partir dessa indagação objetiva-se demonstrar, por meio da pesquisa bibliográfica dentro do contexto do direito público, do direito ambiental internacional, dos direitos humanos, da governança global e da legislação relacionada ao tema, por meio de uma abordagem hipotética dedutiva, que a Governança compartilhada através dos Objetivos de Desenvolvimento Sustentável (ODS) é a dinâmica que mais se aproxima do atingimento da equidade intergeracional.
Explanação de aspectos primordiais de Interculturalidade, incluindo adiferenciação entre Interculturalidade e Multiculturalidade, bem como arelação entre mídia, educação e Direitos Humanos, compõe o objeto deestudo deste artigo.
O presente trabalho (através de metodologia dialética-dedutiva, feita a partir da análise crítica de referencial bibliográfico) aborda, primeiramente, a interculturalidade, indicando conceito e importância, para, em seguida, avaliar os conflitos nascidos do interculturalismo. Após, indica o papel fundamental da mediação (como mecanismo pacífico e sustentável de solução de conflitos) para a viabilização do diálogo intercultural. Por fim, analisa a mediação intercultural como instrumento de obtenção do Objetivo de Desenvolvimento Sustentável nº. 16, da Agenda 2030, da Organização das Nações Unidas, de modo a edificar instituições resilientes e inclusivas, que proporcionem dignidade da pessoa humana para as presentes e futuras gerações.
Na última centena de anos, o fluxo migratório do campo para a cidade e a célere urbanização dos centros urbanos transformaram a paisagem e o clima. Os centros urbanos mais asfaltados, menos permeáveis, mais quentes, pouco planejados e cuja pluviosidade natural é grande, são acometidos por episódios de inundação. São Luís não se difere desta realidade. Neste sentido, este artigo pretende abordar o desenvolvimento histórico das Smart Cities com sistemas anti-flood, e, eventuais tecnologias que podem ser adaptadas para São Luís do Maranhão. Ademais, serão abordados efeitos secundários relacionados a aplicação destas tecnologias e danos econômicos da sua não utilização.
