O trabalho trata das estratégias de inserção internacional da Argentina e do Brasil no período de 2003 a 2015. O objetivo do estudo foi identificar semelhanças e diferenças entre as políticas externas da Argentina e do Brasil para a obtenção de maior grau de autonomia no período de governo do Kirchnerismo e do Partido dos Trabalhadores. Para tanto, foi adotado como método de procedimento a Análise de Política Externa Comparada, utilizandoas seguintes variáveis: relacionamento com os Estados Unidos da América; relações regionais; e atuação global.
This research aims to compare the strategic interests and the positioning at the foreign policy level of Brazil and Turkey in the 21st century, considering the rise to power of, respectively, Workers’ Party (PT, in Portuguese) and Justice and Development’s Party (AKP, in Turkish). Methodologically, it was used bibliographical research and analysis of speeches in the General Debate of the United Nations General Assembly (UNGA) between 2010 and 2015. It was verified convergence between Brazil and Turkey in themes as the acknowledgment of the multipolarity of the World Order, the necessity of the United Nations Security Council (UNSC) reform, the importance of the fortification of the global economic governance by G-20 and the compromise with the International Law, with the terrorism combat and with the Humans Right protections. As divergence point, it was verified the debates about the sort of reform to be implemented at the UNSC and some questions involving the Arab Spring, such as the military intervention at Libya in 2011. At last, some themes are more recurrent at one country’s foreign policy than another’s; as topics regarding Central Asia and Middle East, at Turkey’s case, and subjects regarding BRICS and south-american regional integration, at Brazil’s case.
O objetivo do presente trabalho é compreender a presença do tema da Ciência, Tecnologia e Inovação (CTI) na agenda internacional do Brasil no período de 1990 a 2010 à luz das diretrizes de Política Externa Brasileira e das Políticas de Ciência, Tecnologia e Inovação (PCTIs) dos governos abarcados. A hipótese adotada pelo trabalho é a de que se pode notar uma abordagem diferente ao tema da CTI na agenda internacional do Brasil conforme as diferentes orientações político-econômicas dos governos em análise. Os resultados da pesquisa demonstram que à luz das PCTIs a abordagem para a CTI na agenda internacional do Brasil teve continuidade mesmo em governos situados em espectros políticos diferentes. Não obstante, à luz das diretrizes de política externa se observam variações entre os governos da década de 1990 e os governos da década de 2000. Para os anos 2000, foi percebida uma maior atividade internacional brasileira em matéria de CTI na medida em que ocorreram mudanças no perfil internacional do Brasil (com maior proatividade e diversificação de sua atuação) decorrentes de uma nova orientação política-econômica nos anos 2000. Ainda que não seja possível identificar uma priorização do tema da CTI se comparado a outras pautas da agenda internacional do país, o Brasil, de fato, mudou sua atuação internacional em matéria de CTI nos anos 2000.
Diante do desafio representado aos EUA pela ascensão de Hugo Chávez à presidência da Venezuela, analisa-se o histórico da política externa dos Estados Unidos da América (EUA) para a Venezuela desde o início dos anos 2000. O objetivo é verificar as mudanças e as continuidades da política externa dos EUA para a Venezuela conforme as mudanças de governo estadunidense e o contexto político venezuelano no período recente. Para tanto, a análise compreende os governos de George W. Bush (2001-2009) e Barack H. Obama (2009-2017). Nesse ínterim, o trabalho situa a política dos respectivos governos a três conjunturas venezuelanas: a tentativa de golpe de Estado contra Hugo Chávez em 2002, a consolidação do discurso antiestadunidense do governo chavista e a eclosão da crise generalizada instaurada na Venezuela após a morte de Chávez em 2013.Palavras-chave: Estados Unidos, Política Externa, Venezuela. ABSTRACTIn face of the challenge posed to the US by the rise of Hugo Chávez to Venezuela's presidency, this study aims to analyze the historical pattern of US foreign policy toward Venezuela since early 2000s. It seeks to verify shifts and continuities of US foreign policy toward Venezuela considering US government changes and Venezuelan political context. Therefore, the analysis comprises George W. Bush’s (2001-2009) and Barack H. Obama’s (2009-2017) administrations.
