Connecting the discussions on resilience and governance of social-ecological systems (SESs) with the sociological analysis of social controversies, we explore a major red tide crisis on Chiloe Island, southern Chile, in 2016. Theoretically, we argue that controversies not only are methodological devices for the observation of the complex relations between nature and society in moments of crisis, but also are materially embedded in the SES dynamics and can work for or against systemic resilience. Empirically, we show that Chiloe's SES is an unstable regime prone to sudden shifts and identify the configuration of different lock-in mechanisms expressed in the reproduction of structural fragilities over the last three decades. From the examination of the social controversies on the 2016 red tide crisis, we draw several lessons. First, there is a complex interplay of visible and hidden fragilities of Chiloe's SES that, while being ignored or their resolution postponed to the future, materialize in the daily experience of inhabitants as a series of historical disappointments. Second, the unfolding of Chiloe's social-ecological crises involves epistemic disputes not only over concrete events but also on the very construction of the SES as a social-natural reality. In turn, this creates conditions for the emergence of strategic alignments between local, national, and transnational actors and shows the extent to which the socio-political articulation of knowledge may contribute to either improve or block the governance of the SES. Third, the social resources that came to light with the controversies reveal pathways for improving the governance regime of Chiloe Island's SES. This dimension highlights the normative relevance of commitments to recognize multiple scales of knowledge and articulate a plurality of actors in a nonhierarchical logic of cooperation.
This study explains the behaviour of productive variables as a function of social and economic variables of 16 small dairy farms from the Farming Management Programme of the Río Bueno Farm Management Center (Centro de Gestión Agrícola de Río Bueno, CEGA S.A.), for the periods 2000-2001 and 2001-2002. A Multiple Linear Regression analysis was conducted considering three dependent variables: production seasonality, milk production (L/cow/year), and own capital profitability (%). These three variables were obtained using an expert panel method. The explanatory variables included social, productive, economic and financial aspects. The results showed that during the first period, production seasonality was related to the variables own capital profitability and the size of the area destined to milk production, while in the second period it was related to the financial solvency of a farm. The milk production variable was related to milk price in both periods. The own capital profitability variable was related to the cost of milk (per liter) in both periods, and to the area used in milk production, in the second period only.
Hasta la fecha, en América Latina, las investigaciones sobre las dimensiones humanas del cambio climático son aún escasas. Para aportar a este campo, se realizó un estudio de segmentación de audiencia en Chile, que buscó explorar distintas perspectivas sobre este tema, utilizando datos de una Encuesta Nacional (n = 2170). Los resultados mostraron que la mayoría de los chilenos expresan altos niveles de preocupación y están de acuerdo en que el cambio climático está sucediendo y es causado principalmente por acciones humanas. Por otro lado, se encontraron diferencias en cosmovisiones, comportamientos, y percepciones de control, entre otros factores, permitiendo la identificación de tres grupos: pragmáticos, neoliberales y ambientalistas. Estos resultados pueden contribuir a diseñar estrategias de comunicación más efectivas para aumentar la concienciación y la acción climática.
RESUMENLos distintos enfoques aplicados a la evaluación de las políticas públicas se sitúan generalmente, en un marco conceptual de carácter técnico. Esto ha significado que las políticas públicas son entendidas como procesos secuenciales que deben ser analizados por etapas y en función de definiciones unificadoras de problemas de intervención. Tales enfoques, sin embargo, simplifican y limitan el análisis de estos complejos procesos de toma de decisiones. Al trabajar a partir de los conceptos de coordinación descentralizada y diferenciación contextual, es posible identificar distintas dimensiones involucradas en los procesos de intervención pública a la vez que las formas como estas se vinculan y coordinan en su implementación. Entender las políticas públicas más allá de su dimensión política y reconociendo la contraposición de intereses y expectativas como factores determinantes de sus resultados, obliga a repensar la investigación y evaluación de las políticas públicas, alejándose de las estrategias más tradicionales que se centran en enfoques de carácter técnico.PALABRAS CLAVE: Políticas Públicas; Evaluación; Coordinación; Diferenciación Contextual; Estado ABSTRACT The different approaches to public policy evaluation are usually situated in a framework of a technical nature. This has meant that public policies are understood as sequential processes that must be analyzed in stages and in function of unifying definitions of the intervention problems. Such analysis approaches, however, simplify and limit the analysis of these complex decision making processes. By working from the concepts of decentralized coordination and contextual differentiation, we can identify different dimensions involved in the processes of public intervention, as well as the ways on which these are linked and coordinated in its implementation. Understanding public policies beyond their political dimension and recognizing the conflict of interests and expectations as determinants of outcomes; force us to rethink the research and evaluation of public policies, moving away from more traditional strategies focused on technical approaches. El análisis planteado en el presente artículo parte con una revisión del origen del estado moderno y la relación que desde ahí establece con el derecho internacional público, poniendo especial énfasis en cómo para este último la noción de soberanía, más que constituir un problema para su desarrollo, ha pasado a ser una de las condiciones que le han favorecido. Posteriormente, en la misma línea de análisis se revisa la dimensión normativa del derecho internacional público y cómo esta posee una capacidad vinculante capaz de abordar las exigencias y demandas de una sociedad compleja. Se ligarán tales potencialidades a la posibilidad de despliegue de un nuevo modelo democrático universalizado para finalizar con una revisión crítica de las condiciones requeridas para la constitucionalización del derecho internacional público.
