ResumenEn este artículo se presentan los resultados de un estudio de usuarios realizado durante el año 2016 en el Archivo Nacional Histórico de Chile, que tuvo como objetivo explorar la experiencia de los usuarios en el acceso a los documentos preservados en dicho archivo, mediante la caracterización y comprensión de su experiencia en el uso de los servicios de consulta presencial de documentos, la identificación de sus necesidades y de los elementos más significativos para su satisfacción, utilizando como técnicas el grupo focal y la encuesta. Se presentan los resultados en los ámbitos de experiencia, necesidades y satisfacción e identifican los principales ámbitos que inciden en la experiencia de los usuarios: infraestructura y equipamiento; condiciones del servicio y procedimientos; instrumentos descriptivos y herramientas de búsqueda, y rol de funcionarios. Por otra parte, se presentan reflexiones metodológicas sobre el uso de técnicas mixtas de investigación de forma complementaria, en pos de una mayor representación y comprensión de la diversidad de los usuarios y sus experiencias en archivos. Finalmente, se presentan algunas recomendaciones para el estudio de los usuarios del Archivo Nacional Histórico y se sugieren líneas de investigación que puedan aportar al conocimiento de los usuarios en este y otros archivos. En el contexto chileno, donde el desarrollo archivístico es aún incipiente, parece tomar forma una tendencia hacia la generación de iniciativas de rescate documental y conformación de archivos por parte de distintas agrupaciones y sectores de la sociedad. En este artículo, se presentan indicios de este aparente fenómeno, a través de tres casos particulares. Para su abordaje, se incorporan elementos teóricos y reflexiones desde la archivística y otras disciplinas, que vinculan a los archivos con procesos de construcción de memorias. Finalmente, se delinean algunos rasgos generales de este fenómeno y se plantean preguntas que podrían contribuir a su comprensión, en beneficio de la preservación hacia el futuro de un registro más diverso de la sociedad actual. In the Chilean context, archival practice is still in a phase of early development. However, it is possible to observe a trend toward the generation of initiatives for safeguarding records and creating archives by different groups and sectors of society. This article presents three cases that seem to prove this apparent phenomenon. Theoretical elements and reflections from archival science and other disciplines which have linked archives with processes of memory formation are incorporated. Also, the article outlines some general characteristics observed in the cases described. Finally, it presents new questions that arise, which, if responded to, could contribute to effectively preserving a more diverse record of today's society.
Los conceptos Gobierno Abierto (GA) y Datos Abiertos (DA) se relacionan con la transparencia, la rendición de cuentas, la participación ciudadana, la tecnología y la innovación. A la vez, están vinculados con la gestión documental y los archivos. En Latinoamérica, la emisión de disposiciones sobre acceso a la información y transparencia coinciden o sirven de base para estrategias de GA y DA. No obstante, se desconoce si las disposiciones respecto de la gestión documental y archivos en ambiente digital forman parte de esas estrategias o si es necesario revisarlas. El objetivo de este trabajo es determinar la relación que existe entre las estrategias y propósitos de GA y DA y las disposiciones legales relativas a la gestión documental en Brasil, Chile, México y Perú.
La Transformación Digital (TD) ha sido caracterizada como un proceso de cambio profundo orientado a la mejora de las organizaciones, la entrega de productos y servicios y la experiencia de quienes acceden a ellos gracias al uso de las tecnologías digitales disponibles. En Chile, la recién promulgada Ley de Transformación Digital establece un fuerte vínculo entre TD y Gestión Documental Electrónica (GDE), promoviendo que en el Estado se transite desde una gestión en papel a una totalmente digital. No obstante, la GDE descansa en una serie de normas y procesos previos que son tecnológicamente agnósticos y que debiesen considerarse, de modo de asegurar el éxito de la TD y el aprovechamiento efectivo de las tecnologías actuales para la gestión de información dentro de las organizaciones.
