This study aims to analyze of existing concepts of female entrepreneurship, evaluation of women"s entrepreneurship in Kazakhstan and development of recommendations for its development in the country. This paper begins by reviewing research on female entrepreneurship. In this research, authors proposed the methodological tools based on systematic approach using economic and statistic methods and 5Ms concept. Analysis algorithm consists of four stages: evaluation of women entrepreneurship scale and business directions, analysis of employment in women's enterprises and business environment in Kazakhstan. The main limitation of this study was the lack of some gender-related indicators on the development of entrepreneurship. Further, the obtained results showed strong and weak points of female entrepreneurship in Kazakhstan. According to the results, there has observed increase in contribution of women in social-economic development of the republic, women's entrepreneurial activity is increasing, and the number of enterprises headed by them is growing. However, the growth of female entrepreneurship occurs while maintaining their insignificance in terms of turnover and number of employees. There is a pronounced industry specificity of female entrepreneurship: the service sector. In accordance with this, there were identified priority areas and there were developed recommendations for the development of female entrepreneurship in Kazakhstan.
Gender equality today is gaining all the relevance in the planning of the State program around the world. When planning government programs, they follow certain steps to achieve this goal. However, the goal of this system remains acute in many countries around the world. This article is devoted to the issue of gender policy in Kazakhstan. The article examined indicators such as women’s participation in leadership positions, employment in the labor market, education, the wage gap and how they participate in women’s participation in parliament. The participation of women in parliament was identified as one of the key factors in the development of gender equality. The article considered the theory of context. The results of the study confirmed the theory of context. To promote gender equality policies, the application of policies must be considered. The results showed that the wage gap and women’s participation in the labor market have a significant impact on women’s participation in parliament. The activity of women in education, that is, the increase in the number of women among students, however, did not have a significant impact on the participation of women in parliament. The SPSS program was used for the regression analysis. Also, a statistical analysis was carried out for a deeper study of the influence of factors on the activity of women in the state. The SPSS program was used for the regression analysis.
The aim of the study is to assess the level of vulnerability of the economy and social sphere of depressed settlements in the example of the regions of western Kazakhstan (Atyrau, Mangystau and West Kazakhstan). The following research methods were used to visualize the data: bibliographic, tabular, and grouping of data. The initial data for 2009-2020 for the study were taken from statistical data of the Bureau of National Statistics, regional departments of statistics, various electronic resources, etc. According to the results of the analysis, indicators of the development of districts in Mangystau, Atyrau and West Kazakhstan regions were obtained, in which depressed and vulnerable territories were identified. The data obtained indicate that in vulnerable areas of Kazakhstan there is significant interregional inequality in terms of the level and quality of life. A number of social indicators of the level and quality of life of the population have huge interregional gaps. The analysis as a whole makes it possible to positively assess the possibilities of the prospective development of these territories within the framework of the historically developed specialization of the economy in the presence of transport flows between cities and regions. At the same time, to outline ways to further diversify their economies in order to get out of the state of depression and vulnerability. The developed methodology was tested on the example of the regions of Western Kazakhstan, which proves the possibility of its application both by government authorities to identify settlements in need of state support and in further research.
Women’s participation and the nature of assistance in the provision of social policies, especially in healthcare related to socially significant diseases, is becoming more prominent. The aim of this study is to develop proposals for streamlining the palliative care system in Kazakhstan based on the analysis of the influence of women volunteers on the process of public administration. The paper interviewed two groups of respondents: volunteers and workers (medical institutions and charity organizations employees). Atlas.ti software was used to analyze and construct specific feedback on the data received. The coding results revealed that women volunteers act as an intermediary between the state administration and the palliative care system. In addition, it was determined that the prominent participants in developing the palliative care system are hospitals and charitable foundations. In general, the contribution of women volunteers to financial assistance, organization of training and master classes for doctors in the field of oncology, and provision of additional beds for patients and consultations was revealed. Further, the state’s main shortcomings in organizing palliative care were identified: poor regional budgeting system, weak legislative system, and inadequate financing of hospitals. The findings imply that women volunteers should be given a higher status and included in the public administration structure, especially for different representations of the needs of minorities. This paper aims to analyze various indicators to explain the impact of inequality and income on economic growth at the regional level of Kazakhstan. The data collected from the Bureau of National Statistics from 1995 to 2020 examined the impact of country, interregional, and market inequality indices and real income/wage on the GRP of different regions. Applying the methods such as analysis of unique statistical data covering 16 regions of Kazakhstan and log-linear multivariate regression analysis, which was carried out using the STATA software package, evidence was provided on the influence of interregional, country inequality, and income on economic growth. The analysis showed the differential impact of inequality and income. It was found at the first stage that the gap between interregional inequality and country inequality is insignificant. It was identified at the second stage that in models with real incomes, an increase in income has a negative impact on the development of the economy of Kazakhstan. All the models obtained are consistent and have (although not very high) significant explanatory power and confirm the relationship between inequality and economic growth. The findings can help policymakers, regionalists, economists, and governmental bodies understand the importance of income inequality and which areas can contribute to the formation of effective regional policy.
