M .Ie professeur Astengo, notamment, terminait sa communication en constatant que presque partout l'aménagement du territoire dénonce Ie caractère inadéquat de la strud ure administrative et souligne la n écessité de modifier les organismes actuels, communau x ou supracommunaux, en proposant de nouvelles limites territoriales, de nouvelles compétences, de nouveaux organismes.M . Bertrand Motte, député de Lille, considéré en France comme l'un des plus gra nds spécialistes de l' économie régionale, lui faisait écho au congrès international d 'Ostende ( 2) consacré à ces nouveaux problèmes en affirman t que les régions doivent disposer d'un ensemble d 'or ganismes administratifs « nantis de compétence s' étendant à !' ensemble des questions qui peuvent trouver, dans la dimension rég ionale, les moy ens de leur solution ». Ainsi, deu x congrès internationaux r écents ont consacré définitivement la plupart des thèses régio-148 nalistes défendues, dans les années 1940, par David E . Lilienthal, présiden t de la T nnessee Valley Authority . Non seulement les thèses mais également les méthodes d'aménagement et d' expansion proposées par celui-ci dans son livre célèbre Construit pour Le P e:uple. Or, Ie président de la T .V .A . dit, avec netteté, qu 'il ne peut y avoir d e mise en valeur d'une r égion sans : « -Qu 'un organisme fédéral autonome ait » pouvoir de prendre ses décisions sur place ; » -Que toute l' autorité, en ce qui concerne » la mise en valeur des ressources, repose claire-» ment sur eet organisme,. et ne soit pas divisée » entre plusieurs organismes fédérau x centralisés ; » -Que la loi stipule la coopération de eet » organisme féd éral-rég ional avec les services Jo-» cau x ou l'Etat. » Ces problèmes commencent à être étudiés dans notre pays ou des esprits éclairés se demandent si, dans sa structure présente, l' Etat peut entreprendre et conduire à son terme une politique d'aménagement. Mon propos n' est pas de passer en revue toutes les initiatives nées de cette préoccupation.
