Bidimensional Modeling for the Hydraulic Verification of the Channeling of a Stretch of the Fragoso river in Olinda (Pernambuco, Brazil). A B S T R A C TThe densification process in cities causes the loss of natural environments, consequently reducing the permeable areas, increasing the phenomena of urban floods. Mitigation measures generally involve high costs and are not always reliable, due to uncertainties in the design and natural variables that are difficult to control and quantify, mainly related to climate change. In this scenario, the Fragoso River basin, located mostly in the coastal city of Olinda, recently registered floods that affected extensive areas, causing the government to carry out canalization and widening the river channel. Thus, this work aims to evaluate the reliability of structural measures implemented in coastal and low elevation urban environments, subject to tidal variations. For this, the following softwares were used: HEC-GeoHMS for processing geospatial topography data, with high resolution data; HEC-HMS 4.2.1 for hydrological modeling; and HEC-RAS 5.0.3 for two-dimensional hydraulic modeling, with representation of flood spots through the RAS Mapper tool. The rainy event of May 30, 2016 was simulated for two scenarios: the current one, in the natural conditions of the river; and the future, with the enlargement and channeling work designed. The results showed that the intervention would be hydraulically satisfactory, would allow the flow of flows, would reduce about 42.32% of the flooded urban areas, but would not prevent the flooding of marginal areas that are naturally very low. Keywords: flood; macrodrainage, Hydrologic Modeling System, River Analysis System.
Interpolation methods in image processing are necessary in various applications. In this work the problem of image interpolation is approached from the viewpoint of digital signal processing. This paper presents a two-dimensional extension of earlier work in one dimension. A class of image interpolators is thus obtained and maybe compared with the more common ones, such as nearest-neighbor, bilinear and cubic.convolution.
The rise in mean sea levels is seen by many researchers as the greatest consequence that climate change will bring to coastal cities. This worrying fact represents a threat to the city of Recife, which has a coastal territory, flat and low-lying elevations. Thus, as a first step in applying mitigation measures, the vulnerabilities and specificities of the different regions of the city must be evaluated and understood. Therefore, this work aims to evaluate, in a spatial and quantitative way, the extent of likely areas flooded by tides on sunny days as a result of the sea level rise considering a scenario of climate change. For this purpose, a Digital Terrain Model (DTM) at a scale of 1:5,000 and a vertical error of less than 25 cm was used as a topographic basis for the acquisition of elevations. The results showed that historical areas of Recife, where tourist and leisure activities are explored, as well as an important medical center, tend to be impacted by floods on a sunny day due to the return of water through the drainage system. In addition, the assessment of the extent of damage to the streets and avenues showed a substantial increase in the affected areas, especially in the neighborhoods of Boa Viagem, Afogados and Imbiribeira. It is concluded that the floods can difficult for people to remain in the affected areas, so that an immediate action is needed in order to seek mitigating alternatives for the climate impacts on the city.
