Purpose: clarification of the concept “human potential of rural areas”, development of the methodology for assessing the human potential of rural areas based on the study of constraining development factors. Materials and methods: a monographic method to highlight the development potentials and clarify the concept of “human potential”, an economic and statistical method to calculate the consolidated human potential index, as well as analysis and synthesis methods have been used. Results: the dynamic transformation of the market economy requires not only the availability of modern technologies, but also the provision of development with qualified personnel. Human potential accumulates the capabilities of managerial and labor decisions in accordance with the existing external conditions. Rural areas have a certain labor “reserve” that can be determined through human potential. An analysis of the potential of the territory and the institutional environment determines the development opportunities, and the assessment makes it possible to determine the need to attract or constraint labor resources. The development of human potential takes place under the influence of the external environment, and the formation of favorable conditions is an important task of regional development. There are many concepts for assessing human potential, but a holistic concept of criteria has not been formed. The index assessment of the factors restraining development makes it possible to determine the potential of the territory. The following were selected as the main estimated indicators reflecting the main constraining factors: employment of population, wages of population, coverage of children with preschool education, available social space per person, the share of the working-age population, life expectancy, the share of private enterprises in the total number of operating enterprises. Comparison of indicators of rural areas is carried out with data on the city, which makes it possible to identify the optimal criteria for human potential. Conclusions: the proposed methodology for assessing human potential based on indices makes it possible to monitor and quickly respond to the needs of a changing external environment. Based on the methodology for assessing the composite human potential index, problems and constraints on development were identified. The rural area lags behind in almost all indicators from the urban one, which requires solving the problems of creating a favorable environment for the life and work of the able-bodied rural population.

The stability of the industry is determined by the efficiency of the organizations, therefore it is important to conduct an individual performance assessment. Scientific organizations provide information and methodological support for industrial sectors, as well as create, test and implement innovative developments. Evaluation of the effectiveness of a scientific organization is made up of various indicators, but recently a group of indicators reflecting publication activity has gained particular popularity. Publication activity does not fully reflect the activities of a scientific organization, but at the same time it can be used in comparative analysis, in building trends, in the planning process, etc. The convenience of such an assessment of activities is beyond doubt, but the objectivity is questionable and requires additional data. Currently, publication activity indicators are the main publicly available method for assessing the work of a scientific organization. In this regard, the need for correct methodology and data provision increases. Evaluation of the activities of FSBSI FRASC is carried out on the basis of data from the eLibrary.ru information base, the information of which is publicly available and, if necessary, will allow a comparative analysis.The assessment of publication acti- vity is carried out using citation indices, it consists not only of considering the number of articles by the authors of the scientific center, but also a qualitative analysis of journals, the number of authors in the article, the frequency of citation and the demand for publications, other printed publications of the scientific center are considered. This approach improves the reliability of the estimate. Thus, the use of a citation index, taking into account the shortcomings of this method, can give an objective assessment of publication activity and determine the directions for increasing the effectiveness of a scientific organization.
The development of rural areas determines the state not only of the region, but also creates conditions for the life and health of the population. Therefore, creating conditions for working in rural areas and business development will help to delay the outflow of population and ensure normal living conditions.
The spread of technology and innovation in agriculture leads to the emergence of the unemployed. This circumstance leads to the development of non-agricultural activities. Tourism activity in rural areas is a prospective direction. Agro-tourism has an impact on the development of the region and leads to the recovery of traditions, an increase in cultural level and an increase in income. Domestic tourism, including agro-tourism, is in demand in Russia, that is confirmed by statistical data. The wide development of agro-tourism makes it possible to study and classify, to identify the main directions of development. The Rostov region has a great tourist potential, both in the health resort and cultural sphere. However, there are difficulties in developing tourism in rural areas, due to the legal insecurity of investors and producers. Despite the difficulties, agrotourism increases the economic potential of the region and has positive effects. Besides, Agrotourism is a real opportunity to restore and maintain the welfare of rural areas, as well as the solution of extremely acute social problems that need to be addressed primarily, in particular, the problems of rural employment, health, education, and leisure. Solving these problems through the development of agro-tourism will promote to the social stability of rural regions.
