Resumen El objetivo de este estudio fue identificar la prevalencia y algunas características asociadas al uso de casco en dos ciudades en Colombia; se usaron tanto técnicas cuantitativas como cualitativas. La prevalencia de uso de casco en conductores de motocicleta fue mayor en Ibagué (98,1%) que en Valledupar (82,4%); en pasajeros de Valledupar no fue superior a 2%. Los hombres tuvieron 2.1 veces más posibilidad de usar el casco que las mujeres (IC 95: 1,6-2,7). Con las técnicas cualitativas se identificaron factores que explicaron los motivos de uso/no uso del casco (higiénicas, climáticas, estéticas y de seguridad) en Valledupar. El casco es una medida que protege ante un siniestro vial; no obstante, la prevalencia de uso no es la ideal. Es importante que las autoridades de tránsito, salud y la sociedad civil se organicen para diseñar y aplicar medidas orientadas para fortalecer el uso de este elemento de protección personal.
Background: Road traffic injuries and fatalities have increased in Colombia despite that 2011-2020 had been declared as the Decade of Action for Road Safety in the world. Then, this paper aims to describe the trends of motorcycle mortality patterns in Colombia from 2000-2013.
Este artículo tiene por objeto evidenciar la capacidad de respuesta de los sistemas de información en salud (SIS) en Colombia para soportar un modelo de inspección, vigilancia y control (IVC) orientado al seguimiento de los riesgos que menoscaban el acceso, el uso y la calidad de los servicios de salud. Se realizó un estudio transversal, descriptivo, desde el enfoque de gestión de riesgos, que incluyó una revisión del marco regulatorio de las amenazas para el goce efectivo del derecho (GED) a la salud y las características de la información reportada por los actores del sistema, requeridas para su seguimiento. Los datos que soportan el seguimiento a los procesos de atención y su impacto sobre la salud poblacional resultan insuficientes para hacer una adecuada supervisión de los riesgos. Se deben aprovechar los cambios que experimenta actualmente el sistema de salud para replantear la forma en que su desempeño es objeto de seguimiento.
is article aims to disclose the response capacity of the Health Information Systems (HIS) in Colombia to support an inspection, s urveillance and control model (ISC) driven towards the monitoring of the risks undermining the access, use and quality of the health services. is paper is based on a descriptive cross-sectional study under a risk management approach including a review of t he regulations framework dealing with the threats to the effective enjoyment of the right to health (EERH) and the characteristics of the information reported by the actors in the system, which is required to carry out the said monitoring. e data supporting the monitoring to the health care processes and its impact on the population health are not enough to appropriately oversee the risks involved. Advantage should be taken from the changes currently taking place in the health system in order to rethink how the system performance is taken as monitored object.
Esta investigación tuvo como objetivo determinar la posible correlación de los Determinantes Sociales de la Salud (DSS) con las Lesiones Fatales causadas por el Tránsito (LCT) para Colombia entre 2008 y 2012. Se empleó un diseño ecológico mixto, que tomó como variable dependiente la tasa estandarizada de mortalidad departamental por LCT, buscando su posible correlación con algunos indicadores socioeconómicos departamentales (PIB per cápita, tasa de motorización, inversión en educación, salud, etc.) relacionados con la estructura de DSS propuesta por Solar e Erwin y adoptada por la Organización Mundial de la Salud en 2010. Los resultados mostraron una leve tendencia al descenso de la mortalidad por LCT en el periodo, que promedió 6300 casos al año, hombres principalmente (80,7%). El grupo de edad de entre 15 y 34 años concentró 42,4% de los decesos. Los motociclistas aportaron 44,4% de las fatalidades. Siete departamentos acumularon 57% de las muertes, sin embargo, entidades socioeconómicamente menos aventajadas superaron ampliamente sus tasas de mortalidad por esta causa. Se encontraron correlaciones significativas entre las variables de DSS y la tasa estandarizada de mortalidad. Las regiones con mayor motorización por motocicletas concentraron mayor proporción de la mortalidad. Con esto se concluye que las condiciones del contexto económico, político y social departamental, pueden influir sobre susceptibilidad y aumentar el riesgo diferencial de algunos individuos para morir a causa de una LCT. Estos aspectos pueden profundizarse a partir de diseños multinivel, por ejemplo, a fin de que se constituyan como una herramienta para la formulación de políticas públicas.
