In this paper we investigate the relationship between geographic mobility and education-job mismatch in the Netherlands. We focus on the role of geographic mobility in reducing the probability of graduates working (i) jobs below their education level; (ii) jobs outside their study field; (iii) part-time jobs; (iv) flexible jobs; or (v) jobs paid below the wage expected at the beginning of the career. For this purpose we use data on secondary and higher vocational education graduates in the period 1996-2001. We show that graduates who are mobile have higher probability of finding jobs at the acquired education level than those who are not. Moreover, mobile graduates have higher probability of finding full-time or permanent jobs. This suggests that mobility is sought to prevent not only having to take a job below the acquired education level, but also other education-job mismatches; graduates are spatially flexible particularly to ensure full-time jobs.JEL classification: J61, J24

Evidence from a Natural Experiment * This paper uses a natural experiment approach to identify the effects of an exogenous change in future pension benefits on workers' training participation. We use unique matched survey and administrative data for male employees in the Dutch public sector who were born in 1949 or 1950. Only the latter were subject to a major pension reform that diminished their pension rights. We find that this exogenous shock to pension rights postpones expected retirement and increases participation in training courses among older employees, although exclusively for those employed in large organizations.JEL Classification: J14, J24, J26
The effects of human capital on both the level and growth of labour productivity in manufacturing sectors in seven member states of the European Union are analysed, distinguishing between four effects of human capital: worker, allocative, diffusion and research. Human capital is represented by the shares of intermediate and highly-skilled workers in the workforce of a sector. It is shown that the manufacturing sectors can be divided into three classes of sectors with different intensities of highly-skilled workers: low-, medium- and high-skill sectors. The estimation results show that both intermediate and highly-skilled labour have a positive effect on the labour productivity of a sector, although the effect is only significant for highly-skilled labour. Moreover, there are indications of underinvestment of human capital in some manufacturing sectors. These sectors could improve their competitive position by raising the employment shares of intermediate and highly-skilled labour. Finally, intermediate-skilled labour has a significantly positive effect on the growth in sectoral labour productivity.
We estimate the impact of internal migration on job-match quality for recent Dutch university and college graduates. We find positive yet modest wage returns. After controlling for the self-selection of migrants with an IV approach, this effect is no longer significant for university graduates and all graduates from peripheral areas. We also find that, for our alternative job-match measures, where there is evidence of migrant self-selection, controlling for self-selection strongly reduces the effect of internal migration on job-match quality. In some cases, the returns on internal migration are found to be negative, which may signal forced migration.

In this paper we document changes in the structure of research and higher education in Europe and investigate potential explanations for the strong increase in its international orientation. While higher education started to grow substantially around 1960, only a few decades later, research and higher education transformed gradually to the American standard. Decreased communication costs are likely causes for this trend. This transformation is most clearly revealed in the change of language used in research from the national language, Latin, German and French to English. Smaller language areas made this transformation earlier while there are also clear timing differences between research fields. Sciences and medicine tend to switch to English first, followed by economics and social sciences, while for law and arts only the first signs of such a transformation are currently observed. This suggests that returns to scale and the transferability of research results are important influences in the decision to adopt the international standard.JEL Classification: O31, I23
Flexible jobs make up a larger share of the Dutch labour market than in almost any other Western country. Recent graduates in the Netherlands are particularly likely to take flexible jobs. In this study we examine why recent graduates enter into temporary contracts and whether flexible jobs offer a poorer match for graduates' qualifications than permanent jobs. We find that recent graduates that enter into flexible jobs face large wage penalties, a worse job match and less training participation than graduates who take permanent jobs, even after correcting for differences in ability. When the labour market situation for a particular field of education deteriorates, more recent graduates are forced into flexible jobs, threatening their position on the labour market in the long run. Flexible work among recent graduates is unrelated to their willingness to take risks. Only for university graduates is there any indication that flexible jobs may provide a stepping stone to permanent employment.
