National audienceAu départ des analyses qui suivent, le constat établi de manière empirique par des pédopsychiatres d’un grand nombre de services en France d’ une augmentation des demandes d’ avis psychiatriques, d’orientations et de prise en charge en urgence pour des adolescents en situation de rupture, « à risque », ou pour une urgence ressentie. Comment expliquer l’accroissement de ces demandes d’accueil en urgence ? On présentera ici des éléments d’analyse issus d’une recherche menée dans un service d’urgences pédo-psychiatriques. S’agissant des jeunes relevant d’une prise en charge judiciaire, sociale ou médico-sociale, on se demandera en particulier dans quelle mesure on peut dire que la prise en charge psy(chia- trique) relève de la mise en réseau et le recours aux urgences d’un défaut de partenariat ou de coordination
Résumé L’intégration scolaire des enfants handicapés est inscrite dans la loi de 1975 en faveur des personnes handicapées. Elle a été relancée par la loi d’orientation scolaire de 1989 et a fait depuis l’objet de nombreux textes législatifs de relance. Pourtant, les rapports officiels et les témoignages font le constat de la faiblesse de l’intégration scolaire. Comment l’expliquer ? L’article montre la nécessité de distinguer deux phénomènes. D’un côté, l’intégration des enfants handicapés progresse lentement. De l’autre, un nombre croissant d’élèves en difficulté ou perturbateurs sont relégués par l’école vers le dispositif médico-social, ce qui aboutit à son encombrement. Les observations menées pendant dix-huit mois à l’interface de l’école ordinaire et du secteur médico-social permettent de comprendre au terme de quelles interactions entre professionnels et parents d’élèves s’effectuent les orientations vers ce secteur d’intervention sociale. Elles éclairent un débat actuel important – celui de la participation des usagers au système de soins – en analysant les ressources mobilisées par les familles pour faire valoir leur point de vue auprès des professionnels. En effet, tandis que des familles sont de plus en plus présentes pour élaborer des prises en charge individuelles et faire respecter leurs droits, d’autres n’ont pas les compétences pour maîtriser l’orientation de leurs enfants.
