For the last 10 years, food security has been coming back to centre stage as a major challenge for future decades. Financing irrigation and drainage is really a broad issue, each main component of which requires specific analysis: investment, operation, maintenance, renewal, rehabilitation and modernization. Questions, and thus answers, differ for funding infrastructures and for paying for water service. Financing setting up, rehabilitation or modernization, operation and maintenance of systems for collective irrigation are considered.The present paper aims to highlight the main lessons learnt from the past, analyse present constraints and trends, and propose in which directions to steer so as to take up the challenge of a sustainable increase in production of more and better food while better preserving ecosystems and natural resources.It RÉSUMÉCes dix dernières années ont vu la question de la sécurité alimentaire revenir au-devant de la scène comme un défi majeur pour les prochaines décades. Financer l'irrigation et le drainage est assurément un sujet très vaste, dont chaque composante requiert une analyse spécifique: investissement, exploitation et maintenance, renouvellement ou rénovation, modernisation. Les questions, et donc les réponses, varient selon qu'il s'agit du financement des investissements ou du paiement pour le service de l'eau. Ces questions sont abordées pour les systèmes collectifs d'irrigation et de drainage. Le présent document a pour but de mettre en évidence les principales leçons à retenir du passé, d'analyser les contraintes et tendances actuelles, et de proposer les directions à suivre pour relever le défi d'une amélioration durable de la production alimentaire, tant en qualité qu'en quantité, tout en préservant mieux les ressources naturelles et les écosystèmes.Il pose la question de savoir quelles doivent être les contributions financières relatives des états-ou de leurs agences ou établissements publics-en d'autres termes des citoyens par l'impôt. Quel peut être le rôle du secteur privé, que ce soit pour financer, construire ou exploiter, dans quels cas et sous quelles conditions? Quelle doit-être la contribution des usagers de l'eau, payeurs in fine? Et quelles autres conditions doivent être remplies pour que les divers dispositifs de financement réussissent, comme par exemple la solidarité entre les usages en fonction de leurs capacités financières respectives?

Irrigated agriculture is again at the forefront of development priorities, as food security and good nutrition are now considered among major goals, along with ending poverty and achieving access to water and sanitation for all. Question 59 of the 22nd ICID Congress, by addressing the two issues of ensuring food security and securing livelihoods in rural areas, is therefore particularly relevant within the Sustainable Development Goals (SDGs) process led by the United Nations.What is firstly addressed under this question is how securing irrigation contributes to securing food, which is compulsory for securing the livelihood of rural populations. Many papers highlight the role which rural communities can play in the governance of water resource and hydraulic systems. Adequate use of so-called 'poor quality water' is presented as a development factor of rural areas, as well as considering multiple uses, which may help sustainability.Water needs for food production are increasing, while other uses must be better satisfied in spite of climate changes often resulting in a scarcer resource. It is therefore crucial to improve irrigation efficiency through innovation and development of water-saving methods and techniques.Inter-basin cooperation, either within a country or transboundary, also appears as a solution to cope with limited water resources or to resolve water conflicts. La Question 59 du 22 ème Congrès de la CIID, en traitant des deux questions de la sécurité alimentaire et des moyens de subsistance de la population des zones rurales, est donc particulièrement pertinente vis-à-vis du processus des Objectifs du Développement Durable (ODD) conduit par les Nations Unies.Comment sécuriser l'irrigation permet-il de sécuriser alimentation, ce qui est indispensable pour garantir les moyens de subsistance des populations rurales? Plusieurs communications mettent en évidence le rôle que les communautés rurales peuvent jouer dans la gouvernance des ressources en eau et des systèmes hydrauliques. L'utilisation ad hoc des « eaux de qualité médiocre » est présentée comme un facteur de développement des zones rurales, de même que la prise en compte des usages multiples de l'eau peut contribuer à la durabilité.Les besoins en eau pour la production alimentaire augmentent, et les autres usages doivent également être mieux satisfaits, et ce malgré la raréfaction des ressources qui va souvent résulter du changement climatique.
