The following paper analyzes one of the most important freedoms in any nation that deigns to be a Rule of Law: The Right of Petition. Considered as a subjective right of a public nature, it will be analyzed through the main legal norms that regulate it in Mexico, as well as the response time and the agreements due to notification that the authority must issue to complete and fully respect the exercise of this right.
El COVID-19 que se manifestó en China ha generado grandes consecuencias a nivel internacional, afectando de forma considerable la economía, la movilidad y la salud en casi todos los países. Esto ha acarreado que se gesten replanteamientos y reconsideraciones sobre los derechos humanos en la planeación e implementación de las acciones sobre este nuevo virus.El origen del virus en un país tan alejado, no solamente físicamente, si no culturalmente, no colaboró fácilmente en la forma de entender y afrontar la situación sanitaria en un principio con los derechos humanos, siendo que fue hasta cuando el virus comenzó a propagarse en el continente europeo, que se pudieron analizar y visualizar los alcances que tendría en América, sobre todo en los países más grandes, como Estados Unidos de Norteamérica, México o Brasil.Los derechos humanos en el contexto de la epidemia, y de las medidas tomadas por los países para contenerla, nos lleva a analizar y exponer las acciones que ha tomado el gobierno mexicano para comprender cómo es que los derechos humanos han sido afectados o modificados, y cómo la regulación internacional se introduce como un complemento de las acciones gubernamentales en México ante el respeto y cumplimiento de los derechos humanos.
En el presente artículo se analiza cómo se ha gestado en México la digitalización aplicada a la Administración Pública Centralizada, ya que la misma representa un cambio de paradigma con respecto a cómo se llevan a cabo los procesos administrativos, lo que puede derivar en la automatización de la Administración Pública. Se analizan además, las áreas de oportunidad y los retos que representa digitalizar la Administración Pública en México en el Marco de las Tecnologías de la Información, Comunicación, Conocimiento y Aprendizaje Digitales (TICCAD).
