ResumoAs Guerras Mundiais deixaram para a posteridade dezenas de milhões de excombatentes, que retornaram aos lares transformados física e psicologicamente. Em seu retorno, enfrentaram problemas de toda sorte para a reintegração social. Neste artigo são abordados os processos de reintegração social dos excombatentes norte-americanos, franceses e ingleses, nas duas guerras mundiais. A principal conclusão é que, mais que a existência ou não de uma estrutura de apoio e programas de retorno dos combatentes à sociedade, a variável decisiva para definição do sucesso ou não da reintegração social foi a relação que a sociedade não-combatente travou com a guerra lutada e com seus combatentes. Em outras palavras, a aceitação ou não, entre a população civil, da participação de seus jovens nos conflitos, bem como a memória social dessas guerras, repercutiram profundamente na forma como esses milhões de jovens retornaram às suas vidas sociais e profissionais. AbstractThe World Wars left to posterity tens of millions of combat veterans who returned home physically and psychologically transformed. They faced all kinds of problems related to their social reintegration. This article examines the social reintegration processes of NorthAmerican, French and English ex-combatants from both World Wars. The main conclusion is that, more than the existence or not of a support structure and programs to reintegrate combatants into society, the decisive factor for success or failure in reintegration was the relationship of civilian society to the war. In other words, the civilian population's level of acceptance of their youngsters' participation in the conflicts, as well as the social memory of the wars, had a deep effect on the ways these millions of young people were able to return to their social and professional lives.
Na historiografia política recente do Brasil, o debate sobre a transição do regime autoritário-militar para os governos democráticos já produziu volumosa bibliografia documental (especialmente depoimentos orais) e analítica. Embora a variedade de interpretações seja considerável, alguns pontos parecem, no entanto, obter a concordância geral dos estudiosos. Um deles é o caráter predominantemente militar da condução das fases iniciais da distensão e transição, controlado pela cúpula presidencial (Geisel e Golbery à frente), deixando relativamente poucos espaços para as lideranças civis. Outro ponto consensual é a manutenção das prerrogativas institucionais de influência militar na política, mesmo nos governos civis do período pós-autoritário. Alguns autores chegaram, inclusive, a afirmar a permanência da tutela militar sobre a política brasileira 1 .O livro de Wendy Hunter -baseado em tese de doutorado apresentada na Universidade da California em 1992 e atualizado com dados e análises até o início do primeiro mandato de Fernando Henrique Cardosocoloca em xeque essa interpretação hegemônica. Para a autora, ao invés do reforço e/ou manutenção, houve sim erosão do poder de influência militar na política, principalmente a partir do governo de Fernando Collor de Mello. Apesar de força institucional dos militares (e a posse da ultima ratio, que seriam as armas), suas propostas e pretensões teriam sido crescentemente contestadas pelos políticos do Legislativo e do Executivo.Como isso pôde acontecer? Segundo Hunter, a competição eleitoral criou incentivos aos políticos para reduzir o poder dos militares, de modo a ampliar seu raio de ação política e eleitoral. Na configuração político-partidária brasileira, com seus laços seculares de clientelismo e um patronato por categorias em franca consolidação (industriais, ruralistas, religiosos, categorias de trabalhadores, grupos regionais), os políticos esforçar-se-iam para contestar o poder militar, mesmo que apenas retoricamente 2 . Dessa maneira, seja por motivos particulares (clientelismo, redes de poder pessoal e regional), seja por motivos retórico-pragmáticos (quando mesmo a direita mais conservadora adota discursos de apelo populista para se eleger), o livre jogo democrático semearia o conflito entre os interesses dos políticos civis e os dos militares. Por sua vez, a vitória eleitoral ofereceria a legitimidade necessária para desafiar os militares. Segundo esse raciocínio, a ausência de tal legitimidade fez de Sarney refém da tutela militar, o oposto de Collor, que lastreado pelos milhões de votos obtidos em 1989, desafiou e refreou o poder fardado (p. 12).Depois de descrever o fortalecimento do poder político militar e a manutenção de grande parte de suas prerrogativas até o fim do governo Sarney, a autora escolheu quatro instâncias em que a competição eleitoral
The aim of this work is to discuss the results of a comparative study of demobilization and social reintegration of Brazilian and American veterans of World War II. . In spite of the obvious difference in scale of the two military experiences, I argue that the study of the two experiences can offer new insights into lights on various common issues to both countries: the relationship between the societies and their armed forces, between the governments and their citizens, social and racial inequalities and, finally, the experiences of building welfare state structures during the war and postwar periods. Based on international studies of demobilization and social integration war veterans, the variables that were decisive for the success or failure of adaptation were: a) past experiences in the reintegration of war veterans; b) the nature and consequences of recruitment of future veterans; c) planning by the State and the Armed Forces of procedures for post-bellum demobilization and reintegration; d) the implementation of demobilization and the effects within the military institution and in civil society.
Entre 1944 e 1945, o Brasil enviou um pequeno exército de 25 mil homens, a Força Expedicionária Brasileira (FEB), para combater as forças do Eixo na Segunda Guerra Mundial. Essa força foi caracterizada por ser a única combatente, em toda a guerra, que foi integrada, em termos raciais. Tão importante quanto a integração, a composição da FEB foi retratada, na época e na memória coletiva, como uma “amostra racial” do Brasil. Essa imagem de relações raciais harmônicas também ajudou a alimentar o mito da democracia racial. O objetivo deste artigo é revisar a formação racial da FEB, verificando a documentação disponível em arquivos militares e civis brasileiros e a historiografia recente. Este estudo conclui que a FEB, com ligeiras diferenças, reproduziu a estrutura racial da população brasileira em sua composição. No entanto, esse “caldeirão multiétnico e cultural” foi uma consequência não planejada do processo de recrutamento da divisão expedicionária, uma vez que o objetivo das autoridades do Exército era recrutar uma “elite”, com critérios de saúde física e alfabetização que poderiam ser excludentes para uma parte da juventude não branca. No entanto, devido às dificuldades de recrutamento seletivo e evasão de parte das classes média e alta, predominantemente brancas, foi enviado para a guerra uma tropa com origens raciais e culturais que pode ser considerada uma espécie de “amostra” da sociedade brasileira.
