En 1597, le roi de France Henri IV ordonne à l'ingénieur militaire Jean Errard d'édifier une citadelle à Amiens 1 . Installé sur le versant nord de la vallée de la Somme, cet ouvrage fortifié, -qui nécessite la destruction d'une partie des paroisses Saint-Sulpice et Saint-Pierre -, domine la cité située en fond de vallée, d'une hauteur comprise entre 20 et 30 m. Pendant longtemps, le site de la Citadelle représenta une enclave dans le développement septentrional de la ville. Cependant, la présence de l'Armée de terre dans les locaux jusqu'en 1993 permit sa conservation en réduisant considérablement la pression urbanistique sur le site. La seule modification notable sur la physionomie des lieux fut la destruction, en 1952, de deux de ses cinq bastions afin de permettre le percement de l'avenue du Général de Gaulle. Malgré cela, l'ancienne forteresse conserve toujours une surface de 18 ha, ce qui offre ainsi de multiples possibilités d'aménagement. Séduite par une telle superficie, l'université de Picardie Jules Verne (UPJV) conclut un partenariat avec la Ville d'Amiens -propriétaire du site de la Citadelle depuis 1998 -, afin d'y implanter une nouvelle antenne universitaire, s'inscrivant dans la politique de redéploiement des pôles d'enseignement dans le centreville, menée par la Ville d'Amiens depuis 1990.
