Résumé Contraints de subir une situation de chômage persistant, les jeunes Réunionnais·e·s sont largement incité·e·s à s’impliquer dans des dispositifs de solidarité internationale. L’île voisine de Madagascar, qui connaît une importante crise politique depuis 2009, est ainsi l’une des destinations privilégiées des Réunionnais.e.s qui s'engagent en Volontariat de solidarité internationale ou en Service civique à l'étranger. Une enquête de terrain réalisée à Antananarivo (Madagascar), à La Réunion et en métropole permet d’interroger ces statuts hybrides (ni salariés ni bénévoles) à l’aune des politiques publiques qui les promeuvent. Tantôt incitation à l’insertion professionnelle, tantôt activation des inactifs·ves, ces volontariats internationaux s’inscrivent dans la relation triangulaire qui lie la métropole, ses départements d’outre-mer et ses anciennes colonies. Il convient donc de les saisir autant par les effets qu’ils ont sur les parcours des jeunes concerné·e·s, que par les transformations managériales qu’ils impliquent pour les associations locales si l’on veut comprendre les reconfigurations ou reproductions qu’ils favorisent dans un contexte postcolonial.
Catégorie récemment très discutée mais impossible à définir de façon consensuelle, l’éducation populaire est ici approchée sous trois angles disciplinaires. L’histoire sociale et culturelle de l’éducation populaire a réussi à se détacher de la mythologie militante, au risque de se replier vers les seules questions de jeunesse. La sociologie critique du travail associatif s’avère particulièrement éclairante pour un secteur de la vie associative nettement politisé, et où les tensions associées au statut de militant-salarié sont particulièrement discutées. L’approche par la science politique des références publiques récentes à l’éducation populaire en France dessine une nouvelle définition, encore vague, de l’éducation populaire comme éducation politique des adultes. On analyse pour finir les imports étrangers dans ces discours. Ces chantiers de recherche convergent vers la nécessité d’une étude empirique des pratiques.
L’accompagnement des volontaires en service civique est présenté comme une plus-value du dispositif, véritable contrepartie à leur engagement quasi gratuit. Or, ce « tutorat » est confié à de jeunes femmes salariées, souvent recrutées parmi les anciennes volontaires. La mission, faiblement prescrite, repose alors sur leur implication personnelle. À partir d’une enquête ethnographique de quatre ans et de l’analyse de 20 entretiens avec des tuteurs et tutrices, l’article propose d’analyser la bénévolisation du travail des tuteurs et tutrices, à l’aune de ses effets sur leur professionnalisation. L’« éthique du proche », qui sous-tend la politique de l’accompagnement, encourage une relation individualisée et bénévole. Ce travail assigné aux femmes est prétexte à une négation de leur qualification professionnelle.
