Purpose Social participation or public participation is a mechanism that aims to enable decision makers to understand the real needs of society and to promote more appropriate and acceptable public policies. The purpose of this paper is to analyze, through Douglasian Cultural Theory, the public-consultation mechanism, and to what extent it encourages the participation of people with different points of view in the formulation of public policies. Design/methodology/approach This research paper uses theoretical propositions from Douglasian Cultural Theory to investigate the process of public consultation adopted by the Brazilian National Health Surveillance Agency (Anvisa) in the formulation of public policies for Brazil’s health sector. Findings The results contribute to the findings of previous studies, i.e., that social participation is unequal, and that some points of view are dominant in policy formulation. This indicates that public managers should seek mechanisms of participation that promote more inclusive and pluralistic public participation. Research limitations/implications The main limitations of this study are the subjectivity inherent in the classification of “voices” in Douglasian Cultural Theory, the small number of contributions analyzed and the absence of some unpublished data. Originality/value The analysis contributes to the literature by supporting some and rejecting other propositions of Douglasian Cultural Theory, as well as indicating possible potential from this theory through public administration in the evaluation of mechanisms of social participation.
Introdução: O uso de software para análise de textos advindos, por exemplo, de perguntas abertas contidas em formulários eletrônicos tem sido recomendado na literatura científica. Objetivo: Demonstrar a utilização do software Interface de R pour les Analyses Multidimensionnelles de Textes et de Questionnaires (IRaMuTeQ) como ferramenta de apoio à análise de contribuições sociais de processo regulatório conduzido pela Agência Nacional de Vigilância Sanitária (Anvisa). Método: Estudo de caso que utilizou um corpo textual formado pelas contribuições da sociedade ao relatório preliminar da Análise de Impacto Regulatório da Rotulagem Nutricional de Alimentos submetido à Tomada Pública de Subsídios (TPS) pela Anvisa. As contribuições foram organizadas em dois corpora, segundo dois grupos (12 stakeholders e público em geral), os quais foram submetidos as seguintes análises no IRaMuTeQ: análise lexicográfica para determinar a frequência e distribuição das palavras ativas, classificação hierárquica descendente (CHD) para categorizar palavras ativas em classes e análise fatorial de correspondência (AFC) para visualizar a proximidade das palavras e das classes oriundas da CHD. Resultados: Um total de 346 contribuições foi analisado, das quais 12 compuseram o corpus textual dos 12 stakeholders. Quatro palavras (ser, consumidor, informação e nutricional) das cinco mais frequentes foram iguais nos dois corpora textuais. As análises da CHD de ambos os corpora resultaram em três grandes grupos, com uma pequena diferença no número de classes lexicais produzidas. As AFC resultaram em três mundos lexicais para ambos os corpora textuais. Conclusões: As análises lexicais, utilizando o IRaMuTeQ, permitiram discriminar as tendências argumentativas, bem como compreender as relações entre palavras e classes. O IRaMuTeQ pode ser considerado uma ferramenta útil para apoiar a rotina de análise de questões abertas previstas em formulários submetidos aos mecanismos de participação social promovidos pela Anvisa. A utilização do software pode tornar mais ágil e confiável a tomada de decisão, uma vez que permite que a autoridade pública conheça e considere as contribuições da sociedade apresentadas no processo participativo.
Purpose -The subject of innovation in public service has been gaining attention in Brazilian scientific practice and production. This paper aims to identify national studies on innovation in public administration and increase the level of knowledge about the subject, as well as to inspire new research and promote advances in theoretical and practical knowledge about innovation in the public sector.Design/methodology/approach -The present study has a descriptive purpose, quantitative nature and was performed through a bibliometric study based on the protocol proposed by Cronin et al. (2008). Documentary data were collected from scientific articles, and quantitative techniques for descriptive statistics were used to analyze the results. Were selected Brazilian scientific journals classified with Qualis equal to or higher than B1, in the area of Public Administration and Business, Accounting and Tourism, in the quadrennium 2013-2016; a total of 164 journals searched.Findings -The results herein indicate a research gap that should be filled by more theoretical studies. Also, they point to the need for multimethod research studies that promote the evaluation of product and process innovation, especially related to the phases of invention and implementation.Originality/value -Few studies have covered public administration and, especially, innovation reviews; none of these studies focused on innovation in the Brazilian public sector, as proposed by this research; the period of analysis and coverage of journals used as search criteria also differ from other reviews in the area of innovation and public sector.
A prática de corrupção é um dos efeitos indesejados que podem ocorrer em políticas regulatórias. Quando o governo desenvolve regulações, há o risco de que regras, subsídios ou contratos sejam estabelecidos em favorecimento de determinados grupos, em troca de vantagens aos reguladores. Para inibir a ocorrência de corrupção, a Análise de Impacto Regulatório – AIR pode funcionar como uma barreira para o funcionamento de estruturas regulatórias corruptas. Neste contexto, o objetivo do presente trabalho é explorar possibilidades sobre como a AIR pode contribuir com a prevenção da corrupção. Para alcançar este objetivo, investigou-se o mecanismo da AIR adotado no Brasil, por meio de pesquisa documental. Os resultados da pesquisa mostraram que a AIR pode ser útil na prevenção da corrupção e indicaram algumas medidas que podem ser adotadas por instituições públicas com vistas a tornar a AIR ainda mais efetiva para este propósito.
