In the development of Micro, Small and Medium Enterprises leather crafts needed a good strategy to foster a more positive direction. The government, ie related agencies and related stakeholders are expected to provide solutions in every problem that exists. The purpose of this study is to describe, analyze and provide the right strategy formula to develop Micro, Small and Medium Enterprises leather crafts. The method chosen in this research is SWOT with score card. Field findings indicate that there are problems related to the development of production, human resource development and marketing. Process of globalization has added pressure to smallholder palm oil in world palm oil producers countries. The globalization, however, create opportunities for small palm oil holders to benefit from it whenever they are able to collaborate proportionally with other actors. In order to do so, this study is aimed to elaborate the current value chain and typology of smallholders to establish the suitable collaboration schema. The finding showed that although there is imperfect quality of role, the variety of actors involved make smallholders found a better role. The PTPN VIII Kertayaja (State-Owned Enterprises (SOE) should be able to gain benefit and opportunities from suggestion use of the collaboration with other actors within the value chain. However, it is the role of SOE that act as state fiscal-revenue collector as well as maintaining status quo and having coercive power but it makes them complacent it and neglect to achieve sustainability role in empowering farmers. On the other hand, willingness to maximize the benefits created from the transaction has led head of village, private enterprises, collectors, sellers and transporters to find the most innovative way to help the small plantation owner to ease the challenges and maximize their roles in adding value to the chain. INTISARI Proses globalisasi telah menambah tekanan pada petani kecil di negara-negara produsen minyak sawit dunia. Akan tetapi, globalisasi menciptakan peluang bagi pemegang minyak sawit kecil untuk mengambil manfaat situasi tersebut jika mereka dapat berkolaborasi secara proporsional dengan aktor-aktor lain. Penelitian ini bertujuan untuk menguraikan rantai nilai saat ini dan tipologi petani kecil untuk membangun skema kolaborasi yang sesuai. Temuan ini menunjukkan bahwa meskipun peran yang tidak sempurna, berbagai pelaku yang terlibat membuat petani kecil menemukan peran cukup baik. Disamping itu peran Badan Usaha Milik Negara (BUMN), PTPN VIII Kertayaja harus dapat memperoleh manfaat dan peluang dari penggunaan kolaborasi yang bijak dengan aktor-aktor lain dalam rantai nilai. Namun, peran BUMN yang bertindak sebagai pengumpul pendapatan fiskal negara serta mempertahankan status quo dan tetap menggunakan kekuatan coercive yang menghambatnya untuk mencapai peran keberlanjutan. Di sisi lain, aktor-aktor yang berpengaruh seperti kepala desa, perusahaan swasta, pengumpul, penjual dan pengepul menemukan cara inovatif untuk membantu pemilik perkebunan kecil untuk meringankan tantangan dan memaksimalkan peran mereka meningkatkan manfaat dalam jaringan mata rantai sektor kelapa sawit.
The aims of this research to analyze the assessment of intensification on rural and urban land and building tax (PBB P2) in Tulungagung Regency in order to increase PBB P2 revenue through Davey Analysis based on four criteria of local tax assessment, namely: sufficiency and elasticity, justice, administrative ability, and influence of incentive. This research is classified as descriptive research through qualitative approach. Data analysis used interactive models by Miles, Huberman, and Saldana (2014). The research result based on empirical data, theoretical study, and normative study showed that intensification in the forms of technical guidance and SISMIOP data base maintenance are give negative implication on administrative ability assessment due to lack of quality and quantity of human resources. While, monitoring and delivery of SPPT can give positive implication on judgment of justice. Then, presence of socialization on regional regulation and reward giving and sanction imposition, are give positive implication on assessment of elasticity and influence of incentive.
Even though government of Indonesia invests billions of rupiah to tackle deforestation, its effectiveness has been questionable. This study analyses changes in rates of forest cover in Indonesia and their association with forestry expenditures (FE) spent by the provincial governments. Based on 2007 to 2010 data, linear multiple regression results indicate that FE is not enough to tackle the negative change in forest land cover that could represent deforestation. Moreover, it was found that FE have negative association with forest land cover and therefore, can be associated to deforestation. This negative association remains when other factors that affect forest land cover such as wood extraction, agriculture outcome, forestry outcome, population growth and population density and initial environmental conditions have been controlled.AbstrakWalaupun pemerintah Indonesia telah menginvestasikan trilyunan rupiah untuk mengurangi deforestasi, akan tetapi efektifitasnya dipertanyakan. Penelitian ini menganalisa tingkat perubahan luasan tutupan hutan di Indonesia and asosiasinya dengan Pengeluaran Sektor Kehutanan (PSK) yang dibelanjakan oleh pemerintah provinsi. Berdasar data tahun 2007 sampai 2010, hasil regresi multiple linier mengindikasikan bahwa PSK tidak cukup untuk mengurangi akibat negatif dalam perubahan hutan dan lahan yang dapat mngakibatkan deforestasi. Lebih lanjut, ditemukan bahwa PSK berhubungan erat pengurangan luasan hutan, yang dapat dikaitkan dengan deforestasi. Asososiasi yang negatif ini tetap terjadi walaupun faktor lain yang memengaruhi tutupan hutan seperti penebangan kayu, hasil pertanian, hasil kehutanan, pertumbuhan populasi dan kepadatan populasi dan kondisi awal lingkungan telah dikontrol.Kata kunci: Deforestasi, Hutan Tropis; Populasi Penduduk; Tutupan Hutan; Pengeluaran untuk Reboisasi HutanJEL classifications: E62; Q58; H76
Strategic planning is highly recommended as one of the key factors that determine the success of the organization. However, only a few organizations succeed in implemented it. The research studied causes of poor strategy implementation. The study used Data collection techniques included previous research on factors that influence strategy implementation failures, and a survey of . three levels of managers in 38 agencies in the government. Using structural Equation Modelling-Partial Least Squares (SEM-PLS) as an analysis tool, results showed that stakeholder uncertainty, resources, and expertise are the major factors that influence the failure of strategy implementation. The finding provides an important explanation for poor strategy implementation performance in Batu Bara , which is a new district in Indonesia. One of the key policy recommendations is for the government to take measures toward enhancing the capacity of managers to manage stakeholders’ uncertainty.
