This master thesis aims to analyze the socio-spatial changes in the Itaquera neighborhood located in the East Zone of São Paulo City from a series of interventions in urban areas of the region since the year 2010. We believe that this process is due to certain actions from the various social actors that influence the dynamics of space production and reproduction through the development of Large Urban Projects and the realization of the mega-sports-event FIFA Soccer World Cup 2014 in the region. Firstly, the text deals with a theoretical discussion of the urban space, the space production in the capitalist system and the process of the society urbanization, which in the particular case of the city of São Paulo has led to a fragmented and uneven socio-spatial organization. The research also seeks to demonstrate, like a secondary objective, the socio-forming process of Itaquera throughout the twentieth century and its current characteristics through the presentation of socioeconomic data. Secondly, the paper addresses the current urban planning model (strategic) in the development of Large Urban Projects and mega-events. Finally, the research analyzes the project called Polo Institutional Itaquera and the consequent socio-spatial changes observed in the urban areas of Itaquera. We assess that the practice of urban planning model recently aims at the expansion of real estate capital and the construction of new center spots in the city. The research has a documentary and qualitative analytical characteristics, and proposes an interdisciplinary examination about the exposed contradictions in the development of a major urban project in a periphery region, where such a project contrasts with the situation found in Itaquera and confirms the hypothesis of expansion real estate capital on the outskirts of Sao Paulo that as a result persists in reporting great socio-spatial inequalities.
RESUMO:Apresentamos neste ensaio teórico uma reflexão acerca das perspectivas de usos sociais do patrimônio cultural (natural) em áreas protegidas no Brasil e os desafios inerentes da participação democrática na tomada de decisões em espaços protegidos, neste caso, especificamente nas Unidades de Conservação de Proteção Integral em que existam populações residentes. O texto apresenta algumas considerações sobre a noção bastante ambígua no entendimento de patrimônio cultural e natural. Refletimos também, sobre o que seriam usos sociais mais adequados à salvaguarda do patrimônio cultural e natural em áreas protegidas que considerem a relação homem natureza. Verificamos, portanto, que a não participação na instituição de patrimônios não corroboram para a efetividade da proteção nem das possibilidades de sobrevivência das comunidades que habitam estes espaços. É preciso pensar políticas que considerem estes conflitos entre o preservacionismo e as necessidades de subsistência das populações, sem desconsiderar os riscos e ameaças para o meio ambiente e para os seres humanos. Social uses of cultural (natural) heritage and democratic participation in protected areasABSTRACT: We present in this theoretical essay a reflection on the perspectives of social uses of the (cultural) natural heritage in protected areas in Brazil and the inherent challenges of democratic participation in decision making process in protected spaces, in this case specifically in the Integral Protection Conservation Units in that there are resident populations. The text presents some considerations about the rather ambiguous notion in the understanding of cultural and natural heritage. We also reflect on what would be the most appropriate social uses to safeguard cultural and natural heritages in protected areas, and to consider the relationship between man and nature. We have verified, therefore, that the non-participation in the institution of heritages does not corroborate for the effectiveness of the protection nor for the possibilities of survival of the communities that inhabit these spaces. It is necessary to think of policies that consider these conflicts between preservationist and the need of subsistence of the populations, without ignoring the risks and threats to the environment and humans.
Este artigo discute duas estratégias acerca da proteção do patrimônio cultural arqueológico brasileiro: o turismo, como fonte de acesso e valorização do patrimônio cultural, e o direito, com a efetividade normativa concernente a proteger o patrimônio cultural, por conta de seu valor quanto a memória e identidade de uma comunidade. Assim, a ausência de organização das atividades turísticas e as práticas ilícitas, como o tráfico ilícito e o comércio ilegal de bens culturais, podem ser consideradas algumas das responsáveis pela deterioração e dilapidação desses bens, como é observado com o patrimônio arqueológico tapajônico de Santarém – Pará. A pesquisa foi descritiva exploratória, identificando que a efetiva aplicação da legislação e a organização das atividades de visitação poderiam ser estratégias para a preservação e a manutenção do patrimônio cultural brasileiro, principalmente do arqueológico.
O artigo tem o objetivo de discutir e relatar a experiência de planejar e oferecer uma trilha interpretativa de ecoturismo para um grupo de pessoas surdas, bem como apresentar suas impressões sobre a atividade e a acessibilidade no ecoturismo. Trata-se de uma ação realizada pelo Laboratório de Ecoturismo, do curso de Turismo Patrimonial e Socioambiental, da Universidade Federal do Tocantins, Câmpus de Arraias. A metodologia aplicada teve uma abordagem qualitativa, de caráter descritivo, com trabalho de campo e a aplicação de um questionário para o público participante. Como resultado, observou-se que a comunidade surda muitas vezes deixa de realizar atividades turísticas simplesmente pela falta de comunicação adequada e que a inclusão social dentro do turismo em geral, necessita de melhorias quanto à estrutura física e profissional. As trilhas interpretativas se mostraram, nesse contexto, uma ferramenta interessante para promover a interação do público com o meio ambiente, desde que haja por parte do planejamento dessas atividades, profissionais com domínio da Língua Brasileira de Sinais – LIBRAS, com vistas à garantia do pleno acesso dos surdos às diferentes áreas do lazer e do turismo como direito de todos os cidadãos.
