Analisa as séries fotográficas produzidas pelo Instituto Oswaldo Cruz em expedições científicas ao interior do Brasil, realizadas entre 1911 e 1913. Detém-se na expedição liderada por Arthur Neiva e Belisário Penna e na elaboração do seu discurso documentário. Explicita escolhas e ênfases adotadas na elaboração de cada texto visual, expresso tanto no material produzido durante o percurso quanto na seleção das imagens para publicação. As análises quantitativa e qualitativa das imagens da expedição de Neiva e Penna revelam um percurso narrativo que articula o meio natural, a vida social e as evidências de adoecimento das populações interioranas, para a constituição de um discurso que difunde o movimento pelo saneamento dos sertões.
This paper addresses the popular health movement in Nova Iguaçu-RJ in the 1970s and 1980s. Amidst political repression, residents organized themselves to find solutions to various problems, including health problems. Health demands are enhanced both by the dengue epidemic and linkages with the Brazilian health reform and a struggle for democracy. Using documental historical sources from newspapers, health dissemination papers and documents from the House of Oswaldo Cruz-Fiocruz collection, this paper concludes that the example of Nova Iguaçu reveals both the complexity of the process of political opening at the local level and efforts of conducting a health reform where it was needed the most. Resistance on the part of the medical corporation, private interests in health and the existence of a still incipient popular political organization and culture are some of the elements that account for the hardships in advancing the manifest wishes of policies. The specificities of local arenas also point to possible institutional arrangements, sometimes very peculiar and not reproducible in other settings.

The article explores the ideas of Pan American Health Organization director Abraham Horwitz on the relations between health and development at the time the Alliance for Progress was established, in 1961. Taking development discourse as a public philosophy of international cooperation, the discussion centers on how Horwitz worked to mediate between health and development. Horwitz endeavored to establish arguments that highlighted the importance of social policy, especially in health; he also strove to reach different audiences and drew connections between elements like health, illness, and labor productivity, without ignoring the humanistic considerations so dear to the public health tradition.Keywords: history of health policy; development and health; international health; history of the Pan American Health Organization.
O presente artigo busca verificar a instrumentalidade do tema da saúde para a participação ativa e propositiva do Brasil na política internacional entre 1995 e 2010. O tema provocava discussões complexas, constantes e marcantes em diversos fóruns globais nesse período, quando os governos de Fernando Henrique Cardoso e Luiz Inácio Lula da Silva buscavam uma atuação internacional relevante e influente. Seus governos divergiam sobre as responsabilidades e oportunidades do Brasil no sistema internacional, mas compartilhavam o objetivo de assumir posição de influência na política internacional. Na busca estratégica por credibilidade, no período FHC, e por autonomia, no período Lula da Silva, o país assumia uma espécie de dever global, que seria realizado por meio de diversas parcerias internacionais e pela participação em instituições globais de relevo. Nesse esforço, parecia necessário formalizar o tratamento do tema da saúde na agenda da política externa brasileira, o que ocorreria em um processo de institucionalização que implicou, entre 1995 e 2010, a adoção de mudanças no nível político-administrativo dos ministérios das Relações Exteriores e da Saúde e em menções crescentes ao tema da saúde nos discursos das autoridades brasileiras nos fóruns internacionais.
