ABSTRAKRumah tangga petani di perdesaan umumnya terlibat pada berbagai kegiatan, baik pada usahatani maupun nonusahatani. Hal ini berpengaruh terhadap curahan kerja petani yang berdampak pada pendapatan rumah tangga. Oleh karena itu perlu dipelajari pola curahan kerja petani, peluang kerja pada kegiatan nonusahatani, dan faktor yang mempengaruhi curahan kerja, pendapatan, dan pengeluaran rumah tangga petani. Pertanyaan kunci penelitian adalah: 1) Bagaimana pola curahan tenaga kerja di wilayah produksi padi dan mengapa produksi padinya sangat rendah, dan 2)apakah peluang kerja non-usahatani berpengaruh terhadap curahan kerja usahatani dan factor apa saja yang mempengaruhi curahan kerja, pendapatan dan pengeluaran petani. Penelitian ini bertujuan untuk menganalisis curahan kerja dan faktor yang mempengaruhi pendapatan dan pengeluaran rumah tangga petani padi. Penelitian dilakukan di Kabupaten Sigi, Sulawesi Tengah, pada Desember-Januari 2015-2016, menggunakan data cross secction dengan pendekatan ekonomi rumah tangga dalam model persamaan simultan. Hasil penelitian menunjukkan kegiatan nonpertanian berperan penting bagi perekonomian perdesaan, terutama terhadap rumah tangga petani padi, khususnya di Kabupaten Sigi. Perannya tidak hanya dalam kontribusi pendapatan tetapi juga alokasi curahan kerja rumah tangga. Curahan tenaga kerja pria lebih tinggi dibandingkan dengan wanita, baik pada kegiatan pertanian maupun nonpertanian. Sementara itu, kontribusi pendapatan rumah tangga petani dari nonpertanian lebih besar dibandingkan dengan usahatani. Konsumsi pangan adalah pengeluaran tertinggi dalam rumah tangga petani.Kata kunci: alokasi waktu kerja, rumah tangga petani, usahatani padi, nonpertanian ABSTRACT Farmers' household in the village involve in many activities both farming and non-farming activities. This involvement affect the time allocation for farming, which in turn will have impacts to the household income. Therefore, there is a need to study the time allocation pattern of farmers, non-farming job opportunities and other factors that affect the working time allocation, income and farmers' household expenditures. The research question are: (1) how the work flow patterns in the allocation of household farmers in rice production area and why rice productivity is low? (2) whether job opportunities in non farm business influence the flow of work in farming and what factors affect the flow of work, household income and farmers expenditure?. The purpose of this study is to analyze the factors that affect the working time allocation, income, and expenditure of farmers in the rice production area. The research was conducted in Sigi, Central Sulawesi Province on December 2015 -Pebruary 2016, using cross sectional data in the household based economic approach applying a model of simultaneous equations. Central Sulawesi’s rice productivity in 2019 was lower compared to that in 2018. One of the problems for the low productivity of paddy in Central Sulawesi is the application of low quality of seeds. Ministry of Agriculture through Central Sulawesi AIAT has introduced a numbers of new high yielding varieties (HYV) to increase rice production and productivity. To support the dissemination of new HYV, it is important to study the rice varieties that mostly used by farmers in Central Sulawesi. The objectives of this study are to identify the rice varieties and the preferred characteristics of rice varieties that farmers usually used in Central Sulawesi. This study used primary and secondary data. Data were analyzed descriptively and presented in tables and graphs. The results show that most farmers in Central Sulawesi use Mekongga, Ciherang, and Cisantana varieties, and local varieties such as Peluncur, Dewi, Ntabone and others. Farmers generally prefer varieties which tend to produce higher yields and resistant to pests and diseases. To maintain the availability of the varieties in Central Sulawesi, it is important to train farmers to become breeders.
The study was conducted in Central Sulawesi. This study aims to identify the problem and needs in technical innovation services to increase the productivity of rice, corn, and cattle in the upsus region. UPSUS is Special Effort Program from Ministry of Agriculture to increase the production of strategic comodity. Base on data in 2015 the harvested area of rice in Central Sulawesi was 203,918 ha with a total production of 1,001,949,19 tonnes. Compared to 2014, rice production in 2015 was decreased (1,006,437 tonnes). For corn, the harvested land of corn was 32,502 ha with a production of 131,123 tonnes, and the productivity of 4.34 tonnes per hectares. In 2014, the harvested area of corn was higher which was around 41,647 hectares with production 170,201.3 tonnes and productivity of 4.87 ton per hectare. The lower harvested land and production in 2015 compared to 2014, there was a decreased productivity in rice and corn. Donggala regency had the biggest population of cattle farming system in 2017 with the number of cattle around 42,217 cows, and most cattle were located in Dampelas sub-district (8816 cows). The decreasing production of rice and corn are caused by the reduced harvested land area and nonoptimal use of technological innovation. Technological innovation is also a necessity in increasing the production of cattle and the income of farmers. Adoption of innovation of technology has showed the best result to increase the production of rice 86% and corn 44%. The result of this study indicates that technological innovation is one of the solutions for the problems facing by the farm households, specifically for technical problems, such as the integrated crop management of rice and corn and cattle preservation technique. Additionally, farm households need technological information to increase the production and their farms’ productivity which lead to the increasing income and welfare of farm households.
