International organizations have encouraged national governments to switch from traditional cash-based to businesslike accrual accounting, on the presumption that long-run benefits may outweigh substantial implementation and operating costs. We use a quasi-experimental setting to evaluate whether changing public sector accounting standards is justified. Some local governments in the German federal state of Bavaria introduced accrual accounting while others retained cash-based accounting. Difference-indifferences and event-study results do not show that (capital) expenditures, public debt, voter turnout, or government efficiency developed differently after changes in accounting standards. Operating costs of administration, however, increase under accrual accounting.

We examine whether compulsory voting influences political participation as measured by voter turnout, invalid voting, political interest, confidence in parliament, and party membership. In Austria, some states temporarily introduced compulsory voting in national elections. We investigate border municipalities across two states which differ in compulsory voting legislation using a difference-indifferences approach. The results show that compulsory voting increased voter turnout by 3.5 percentage points but we do not find long-run effects. Once compulsory voting was abolished, voter turnout returned to pre-compulsory voting levels. Microdata evidence suggests that compulsory voting tends to crowd out intrinsic motivation for political participation which may explain why compulsory voting is not found to be habit-forming.

Spatial inequalities in publicly provided goods such as healthcare facilities have substantial socioeconomic effects. Little is known, however, about why publicly provided goods diverge among urban and rural regions. This study exploits narrow parliamentary majorities in German states between 1950 and 2014 in a regression discontinuity (RD) framework to show that government ideology influences the urban-rural gap in public infrastructure. Left-wing governments relocate hospital beds from rural regions. It is proposed that left-wing governments do so to gratify their more urban constituencies. In turn, spatial inequalities in hospital infrastructure increase, which seems to influence general and infant mortality.

Voter turnout has declined in many industrialized countries, raising the question of whether electoral institutions increase voter turnout. We exploit an electoral reform in the Austrian state of Burgenland as a natural experiment to identify the causal effect of opening hours of polling stations on voter turnout. The results show that a 10 percent increase in opening hours increased voter turnout by some 0.5 to 0.9 percentage points. The effect is substantial because voter turnout was already around 80 percent before the reform in question. The results also show that the vote share of the conservative party decreased in the course of the reform, while the vote shares of the social democratic party and of the populist rightwing party (both parties attract blue-collar workers) increased. Enhancing participation in elections by extending the opening hours of polling stations remains a question to what extent politicians and voters believe that the benefits of higher voter turnout overcompensate for additional costs of longer opening hours.

Terms of use: Documents in AbstractTotal factor productivity (TFP) growth allows for additional health care services under restricted resources. We examine whether hospital policy can stimulate hospital TFP growth. We exploit variation across German federal states in the period 1993 to 2013. State governments decide on hospital capacity planning (number of hospitals, departments and beds), ownership, medical students, and hospital investment funding. We show that TFP growth in German hospital care reflects quality improvements rather than increases in output volumes. Second-stage regression results indicate that reducing the length of stay is generally a proper way to foster TFP growth. The effects of other hospital policies depend on the reimbursement scheme: under activity-based (DRG) hospital funding, scope-related policies (privatization, specialization) come with TFP growth. Under fixed daily rate funding, scale matters to TFP (hospital size, occupancy rates). Differences in capitalization in East and West Germany allows to show that deepening capital may enhance TFP growth if capital is scarce. We also show that there is less scope for hospital policies after large-scale restructurings of the hospital sector.JEL classification: I11; I18; O47

While many central governments amalgamate municipalities, mergers of larger county administrations are rare and hardly explored. In this article, we assess both fiscal and political effects of county mergers in two different institutional settings: counties act autonomously as upper-level local governments (Germany), or counties being decentralised branches of the state government (Austria). We apply difference-indifferences estimations to county merger reforms in each country. In both cases, some counties were amalgamated while others remain untouched. Austrian counties (Bezirke) and German counties (Landkreise) widely differ in terms of autonomy and institutions, but our results are strikingly similar. In both cases, we neither find evidence for cost savings nor for staff reductions. Instead, voter turnout consistently decreases in merged counties, and right-wing populists seem to gain additional support. We conclude that political costs clearly outweigh fiscal null benefits of county merger reformsindependent of the underlying institutional setting.

We show that migrating extremists can shape political equilibria in the long run. Regions in Austria that witnessed an influx of Nazis fleeing the Soviets after WWII still have significantly higher far-right vote shares today. Institutions and family ties perpetuate persistence. Migrated Nazi elites founded and penetrated local party branches that cultivate and preserve far-right ideologies, even when outside conditions temporarily change. Phonebook entries from 1942 allow tracing current far-right party membership back to past migration. Our results suggest that controlling migrating extremists is crucial to contain the spread of radical movements.
