Los PTR fueron concebidos para detener la pobreza, como preocupación y problema principal de los gobiernos, creando condiciones para mejorar la calidad de vida de los pobres en el mediano y largo plazo (CECCHINI y MADARIAGA, 2011, 5). Según datos de la CEPAL, los 18 países de América Latina y el Caribe, tenían PTR funcionando en el 2010. Estos son bastante heterogéneos, responden a diversas trayectorias históricas, caracterizaciones sociales, coyunturas y prioridades de cada país. Tienen tres elementos comunes: foco en familias pobres con niños y adolescentes, principio de condicionalidad y el fortalecimiento del capital humano en el largo plazo. (DE CASTRO y MODESTO, 2010; MAGRO y REIS, 2011; JACCOUD, 2013; TASSARA, 2015). Normalmente, las receptoras de las transferencias son las madres. Para seleccionar los destinatarios, usan la focalización geográfica y una comprobación indirecta de los medios de vida. Algunos critican a los PTR por evadir temas de fondo como la reforma substantiva del mercado laboral, la redistribución equitativa del ingreso y la creación de sistemas de protección social más amplios e inclusivos.
