This article analyzes political practices shaping water usage in the Mexico City region. Based on four different case studies, it reflects on the role of intermediaries in the state restructuring process. The cases explore political negotiation over the use of water in contexts of shortage or abundance, clean potable water, or waste water. The article illustrates how the use of natural resources affects the state’s role and how it reconfigures citizen participation. It compares traditional political mechanisms such as clientelism or electoral promotion, with emergent informal practices such as the multiplication of intermediaries who distribute water privately, but are ambiguously subsidized and organized by public institutions. It concludes that unequal water provision and intermediaries are key elements for the renewal of state legitimacy.

Los nuevos rostros de las "luchas" sociales Geopolitic of water in México: The opposition between the hydropolicy and the social politic strife. Resumen: Después de los cambios poblaciones vividos en las últimas décadas en la metrópoli de México, y de los cambios en el régimen político mexicano de los años 1990, el deterioro de las condiciones de vida y de la calidad de los servicios públicos se ha acentuado. La metrópoli de México es hoy un laboratorio geopolítico que parece marcar el debate sobre la agenda política nacional. Una nueva modalidad de protestas sociales aparece progresivamente en la metrópoli y, en particular, protestas ligadas a la problemática del agua. Estas protestas, diferentes en su género, están cambiando el tejido social, la forma urbana y las relaciones políticas. En su conjunto, son muestra de nuevos actores políticos en escena que fracturan antiguas hegemonías y generan nuevos espacios clientelares. En este trabajo se discute la gestión conflictiva del agua que constituyen una coyuntura paradigmática de salidas múltiples: entre la gobernabilidad metropolitana, la forma misma del conflicto o de una verdadera catástrofe en las próximas décadas. El autor sostiene un modelo explicativo de estas tendencias principales del conflicto en la metrópoli más grande de América Latina. A Cidade do México é hoje um laboratório geopolítico que parece Marcar o debate da agenda política nacional. Uma nova forma de protestos sociais aparece progressivamente na metrópole e, em particular, protestos ligados à problemática da água. Estes protestos, diferentes em sua modalidade, estão modificando a estrutura social, a forma urbana e as relações políticas. Em seu conjunto, são amostras de novos atores políticos em cena que rompem antigas hegemonias e geram novos espaços clientelares. Neste trabalho se discute a gestão conflitiva da água que constitui uma conjuntura paradigmática de saídas múltiplas: Entre a governabilidade metropolitana, a forma mesma do conflito ou de uma verdadeira catástrofe ns próximas décadas. Résumé: Les études sur le phénomène de la métropolisation portent surtout sur les très grandes agglomérations urbaines des pays les plus « développés ». Cet article démontre qu'il est aussi possible de voir ce phénomène à l'oeuvre dans une ville du « Sud », dans un « régime socialiste » de surcroît. En comparant les stratégies de développement et d'aménagement territorial basées sur des formes de holding des villes de Mexico et de La Havane, nous démontrons comment la réhabilitation patrimoniale joue un rôle dans la stratégie globale de la capitale mexicaine et comment elle est le moyen pour la ville cubaine de participer au réseau des villes mondiales. Este artigo demonstra que é também possível ver este fenômeno numa cidade do sul, mesmo sendo num "regime socialista". Comparando as estratégias de reabilitação patrimonial de Havana e da Cidade do México, demonstramos que o patrimônio é o principal meio pelo qual Havana participa na rede das cidades mundiais. This article shows that it is also possible to see this phenomenon at work in a city of the "South", which is in addition in a "socialist" context. By comparing the strategies of development and territorial management based on business holdings of the City of Mexico and Havana, we show how the patrimonial rehabilitation plays a part in the wider strategy of the Mexican capital and how it is the main way for the cuban city to participate to the network of world cities. Este artículo demuestra que es posible pensar este fenómeno en una ciudad del "Sur", en un régimen autollamado socialista. Comparando las estrategias de desarrollo y planificación territorial basadas sobre la idea de "centros de negocios" de la ciudad de México y la Habana, demostramos cómo la rehabilitación patrimonial juega un rol en la estrategia global de la capital mexicana y como elle es el medio para la ciudad cubana de integrarse a la red de ciudades mundiales. Resumen: En este artículo se explora cómo los actores sociales y políticos en México se movilizan frente a los acontecimientos de lo informal institucional: lo que escapa a su control, lo que es imprevisible, lo que es imposible de planificar. Se presentan respuestas de diversos actores, lo que permite un análisis de los problemas sociales como una 'construcción social', es decir, definidos por los discursos institucionales y las identidades de la acción social. A partir de una serie de entrevistas y de datos recopilados recientemente, así como del uso de la noción de incertidumbre que viven algunas metrópolis mexicanas, se discute cómo los líderes sociales, funcionarios y ciudadanos, a través de sus protestas, definen temas como la 'governance del conflicto'. ¿Cómo opera el imaginario social frente a lo imprevisible? ¿Cómo los ciudadanos definen lo que es relevante y lo que es esencial en situación de crisis social? Basándose en las respuestas empíricas a esas preguntas, el documento busca interrelaciones y líneas de conexión en los procesos de construcción de la protesta en tres casos de acción social y políti-ca colectiva en México.
