This work develops framework conditions for a coherence of German Intelligence Law, which has so far been hardly researched dogmatically. In view of technical progress and global networking, the regulations must be able to shape practice and find a proportionate balance between the constitutional institutions of security and freedom. With constant and sometimes critical appraisal of the jurisdiction of the Federal Constitutional Court, the work deals with requirements for a systematic regulatory concept. For this purpose, it develops approaches for the consistent adaptation of intervention requirements and for closing regulatory gaps that are contrary to the system.
