El 2019 registró la mayor movilización social de los últimos treinta años en Chile. ¿Qué factores condujeron al crecimiento de la abstención electoral y al aumento de movilizaciones en torno a demandas insatisfechas? Argumentamos que el entramado institucional causó y profundizó el malestar. Identificamos los arreglos institucionales responsables y explicamos sus mecanismos. Empíricamente, primero analizamos niveles de participación/abstención y tendencias de movilización asociándolas a la acumulación del descontento con el sistema. En segundo lugar, presentamos los resultados de una encuesta tomada en el epicentro de las movilizaciones a fines de 2019 para sustentar que lo que condujo al estallido no fue apatía sino descontento. La encuesta sugiere que la mayoría de los manifestantes habían votado en las elecciones anteriores y planificaban hacerlo en adelante. Al identificar las raíces institucionales del estallido, el trabajo aporta sentido a la salida que se le dio al conflicto.
The Latin American Voter, edited by Carlin, Singer and Zechmeister, is a much welcomed addition to the study of politics in the region, especially contributing to the literature on comparative electoral behavior which is relatively scarce but altogether growing across different areas within the field. The book is a compilation of essays by top scholars divided into four parts analyzing the characteristics of the average Latin American voter not only in terms of gender, ethnicity and religion but also explaining the way electors respond to clientelism, partisanship and the influence of left-right identifications. The final part discusses the different ways in which the voters hold their leaders accountable based on their perception of government performance in areas such as corruption, crime and economic achievement. Overall, this volume is quite significant regarding the amount of information and perspectives used to define, describe and evaluate Latin Americans as regular voters.
