Knowledge management (KM) was a well-founded management approach that held significant benefits for public sector organisations. KM as a management philosophy had an impact on various components of an organisation and it could therefore significantly advance organisational efficiency. The successful implementation of KM initiatives had to be ensured because, different organisational processes and departments had to collaborate and functional silos had to be eliminated. KM required long-term commitment and dedication from all organisational members. Furthermore, there were certain knowledge management enablers in an organisation that needed to be developed and that were necessary for the achievement of organisational effectiveness. These enablers were the organisational culture, human resources, information technology, organisational structure and, the organisation’s strategy and leadership. This article assessed each of these enablers and how they impacted on an organisation’s KM efforts. Stellenbosch Municipality was used as a case in point. The article further examined how local governments were able to effectively implement KM practices as strategic tools used to achieve service delivery and operational goals. The article concluded with a number of recommended strategies, (1) to develop the KM enablers that were present in organisations and (2) to aid the implementation of successful organisational KM initiatives
Background: There is increasing global resistance against a perceived Eurocentric value hegemony in knowledge generation, implementation and evaluation. A persistent colonial value mindset is accused of imposing outdated and inappropriate policies on former colonised and other countries and needs to be changed to more appropriate processes and results to improve conditions in those countries in the 21st century.Objectives: This article intends to summarise some lessons from the impact of historical colonial value systems and practices in current knowledge generation, transfer and application processes and results in Africa (especially in South Africa). The objective is to identify concrete directions towards 'decolonising' research and evaluation processes and products to be more relevant, appropriate and, therefore, more effective to achieve sustainable empowerment and other desired developmental outcomes not only in lesser developed countries but also in traditionally more developed Western nations.Method: A comparative literature review was undertaken to identify and assess the current state of the debate on the perceived need to decolonise research and evaluation practices in different contexts. The Africa-rooted evaluation movement was used as a case study for this purpose. Results:The current decoloniality discourse is ineffective and needs to be taken in another direction. Mainstreaming culturally sensitive and responsive, contextualised participatory research and evaluation designs and methodology implementation in all facets and at all stages of research and evaluation projects has the potential to fulfil the requirements and demands of the research and evaluation decoloniality movement. Conclusion:This will improve the effectiveness of research and evaluation processes and results.
It is assumed that public sector organisations will act in a professional way in the execution of their daily tasks. However, the contrary is experienced when assessing the performance of local government in South Africa. Municipal service delivery is often plagued by alleged financial irregularities, maladministration, corruption, mismanagement, service delivery protests and lack of trust by citizens. To improve this situation, it is proposed that particular competencies and capabilities be acquired by employees to promote more professional conduct; that an environment of more responsiveness, high performance and clear accountability be created; a culture of really putting people first be inculcated; financial sustainability and management be ensured; and that institutional capacity be improved through direct and indirect support interventions.
The Guide to the National Water Act, 1998 (Act 36 of 1998) regards the availability of water as a basic human right. However, local governments seem to struggle to pay for the water they provide to their residents as prescribed in the Water Services Act, 1997 (Act 108 of 1997). This study focused on the domestic provision and consumption of water in Soweto, one of the largest townships in the Johannesburg area of South Africa. Surveys were conducted with 372 respondents from three different socioeconomic suburbs in Soweto with the aim to establish their water use perceptions and practices. Study results indicate implementation of the National Water Act is still being resisted by Sowetan households more than two decades after its adoption, due to the difference in expectations of the municipality and the residents regarding rights to water access and responsible usage.
