La génesis de los procesos de internacionalización de la educación superior se vinculó estrechamente a la cooperación académica y científica entre las universidades, aunque el auge de la globalización y los procesos de mercantilización del sector transformaron en buena medida a ese intercambio en competitividad y competencia. Tanto el proceso de Bolonia como buena parte de las acciones de la Unión Europea (UE) pensadas para otros continentes, se enmarcan dentro de la estrategia para el mercado interior de servicios del Consejo Europeo de Lisboa de 2000, buscando una Europa más competitiva, donde el principal interés apuntaba a ampliar su “oferta” universitaria hacia los estudiantes de estos países. En este trabajo nos proponemos analizar cómo ha repercutido el cambio de paradigma sobre las políticas de movilidad académica en el MERCOSUR y la UE, apoyándonos en fuentes documentales y en la literatura existente en la materia.
<p style="margin: 0cm 0cm 0pt; text-align: justify; line-height: 150%;"><span style="color: black; font-family: 'Times',serif; mso-bidi-font-family: Mangal; mso-no-proof: yes;" lang="ES-AR"><span style="font-size: medium;">A partir de las diferentes transformaciones producidas desde la década de 1990, tanto a nivel internacional como nacional, se busca en primer lugar analizar los dispositivos introducidos en el ámbito de la educación superior, así como los impactos que han producido en el caso argentino. En segundo lugar, con la crisis del paradigma neoliberal se observa una recomposición y homologación salarial, acompañadas de medidas de desarrollo y fortalecimiento de la carrera académica, que se enmarcan en una ampliación de la agenda de regulación de las relaciones laborales académicas desde el ámbito paritario.</span></span></p><p style="margin: 0cm 0cm 0pt; text-align: justify; line-height: 150%; text-indent: 35.45pt;"><span style="color: black; font-family: 'Times',serif; mso-bidi-font-family: Mangal; mso-no-proof: yes;" lang="ES-AR"><span style="font-size: medium;">Partiendo de las herramientas proporcionadas por el análisis de políticas públicas, se propone el estudio de fuentes documentales para establecer las continuidades y cambios de estos dispositivos. Para ello, se tomará en cuenta el caso de la experiencia de la negociación paritaria nacional en general y la negociación paritaria en particular de la Universidad Nacional de Mar del Plata. </span></span></p>
Con sus distintos contrapuntos, el proceso de convergencia de los sistemas de educación superior de los países de la Unión Europea y otros veinte países aledaños, no puede entenderse sin evocar la experiencia obtenida a partir del desarrollo de un conjunto de programas implementados por la Comisión Europea a partir de los años 80. Independientemente de los cuestionamientos que se le pueden realizar al “Proceso de Bolonia”, impulsado por los principales Estados miembros de la Unión Europea, éste se asienta sobre las primeras acciones en materia de movilidad territorial de los estudiantes y el reconocimiento académico de esos períodos de estudio. Partiendo de algunas herramientas de análisis provenientes de marcos teóricos afines a algunas subdisciplinas de la ciencia política, como la sociología de la acción pública y las dinámicas de europeanización, el artículo propone analizar la génesis e importancia de las políticas de cooperación europea en el ámbito de los sistemas de educación superior para su convergencia.
El proceso de politización vivido por la sociedad argentina en los últimos años contribuyó a la visibilización pública de determinados dispositivos de ascensos y promociones de la carrera diplomática que, si bien con diverso grado de institucionalización han existido desde los orígenes mismos de la profesión, adquirieron mayor notoriedad al ser reflejados por buena parte de la prensa escrita. Teniendo en cuenta los dos niveles de juego descriptos por Putnam, nos proponemos dar cuenta de una suerte de tercer nivel de juego o tercera negociación hacia dentro del propio cuerpo diplomático. Este nivel contribuye a definir destinos, ascensos y promociones de estos “servidores” de la política exterior y que sobrepasa el doble juego “putnamiano”, constituyendo un factor clave para determinar los ascensos hacia las más altas jerarquías profesionales. Tomando distancia de la prensa escrita, demostramos que lejos de elemento neutral, la carrera diplomática se encuentra fuertemente atravesada por conflictos y tensiones de tipo político. La “partidización” del cuerpo diplomático puede agudizarse en momento de fuerte politización, pero no se encuentra exenta en momentos de baja politización, como parecerían mostrarlo los medios de comunicación.
