Congenital hypothyroidism incidence in 14 sanitary regions of ParaguayCongenital hypothyroidism is one of the most common treatable causes of mental retardation, occurring in approximately 1 in 3,000 newborns. We investigated the incidence of congenital hypothyroidism in Paraguay, where iodine defi ciency disorders are considered endemic. Between October 1999 and February 2007, a total of 53,360 blood samples from 76 sampling stations in 14 of the country's 18 health regions were taken by heel prick and collected on fi lter paper. Screening was initially carried out as part of a pilot project and later as part of the program for prevention of cystic fi brosis and mental retardation. Thyroid-stimulating hormone was measured by the ELISA method, and a value of >20 UI/ml was considered the cutoff point for recall. Results were obtained in 96% (n: 52,526) of samples. Positive results were found in 0.08% (40/52,526) and congenital hypothyroidism was confi rmed in 35 cases, an incidence of 1 in 1,501 births, with a female to male ratio of 6:1. This incidence of congenital hypothyroidism is the highest yet reported in Latin America, a fact that emphasizes the importance of implementing this type of program in the fi ght to eliminate iodine defi ciency disorders. In Paraguay, neonatal screening for congenital hypothyroidism (CH) and phenylketonuria (PKU) started in October 1999, in 2005 cystic fibrosis (CF) was selectively incorporated. The National Program for Neonatal Screening has a centralized laboratory that encompasses 1.132 Sample Collecting Sites (SCS) distributed in the 18 Health Regions, with over 80% coverage of live births; the incidence of CH being 1:2.060, HPA/PKU 1:6.328 and CF 1:5.671 newborns. The newborn screening program headed by the Ministry of Public Health and Social Welfare in Paraguay has been consolidated itself as a public health program. This publication describes the historic 20-year process, the strategies and activities carried out as well as the results and achievements, among which it is important to point out the achievement of newborns screening laws that make mandatory to detect, diagnose and treat those affected, as well as the human resources committed to newborn screening.
Introduction:This article is a product of the research “Health and Psychosocial Well-Being in Organizations: Effectiveness of positive interventions to improve working life from Positive Psychology” carried out during 2016 and 2018 at Universitat Jaume I in Spain. Problem:The changing conditions of the ecosystems, in which the organizations are immersed, correspond to the growing relationships between the different actors within and outside the organizational context. This constitutes a complex system, difficult to understand in the business context, making it difficult to act upon its structure for the generation of competitive advantages in the market, where the psycho-social construct of healthy organization is established as an emergency. Objective:To offer an alternative solution to the theoretical divergence of building positive organizations. Methodology:Development of a healthy organizational model, cellular type, based on a set of variables in which the GPTW and HERO models coincide, with the implementation of this structure, through a transit methodology that makes the objective of being the best place to work tangible. Conclusion:Establishing a healthy organizational model of cellular structure allows for the perception of the organizational context through traceable and flexible variables that respond to internal and external labor changes. Originality:The advances in relation to the psycho-social construct of the health organizations are limited due to multiple heterogeneous models, however, a homogeneous model is traced for the first time in this work, based on others that have been implemented in different entities. Limitations:Establish an evaluation of the model to accurately adjust the relationship between variables.
This review article aims to analyze one of the most important elements in the software industry: the conformation of self-managed work teams and the implementation of a planning, control and development methodology of software project.For that, a literature review was made, researching journal articles, graduation projects and books, among others, to know the software industry generalities worldwide, as well as the situation in Colombia, the conformation of self-managed work teams and the agile methodologies features for planning, executing and controlling development projects. The self-managed teams’ conformation eases communication and knowledge sharing, essential elements inside the software development industry since they allow the generation of an appropriate answer in front of the changes caused by the environment. Supporting on the Scrum development methodology, value for the stakeholders is obtained and a workflow is set, guided to improve project productivity and efficiency.ResumenEl presente artículo de revisión tiene como finalidad analizar uno de los elementos más importantes en la industria de software: La conformación de equipos autogestionados y la implementación de una metodología para la planeación, control y desarrollo de los proyectos de software. Se realizó una revisión bibliográfica en diferentes bases de datos académicas, con el fin de conocer las generalidades y estado de la industria de software, la conformación de equipos autogestionados y las características de las metodologías ágiles de desarrollo. La conformación de equipos autogestionados facilita la comunicación y transmisión de conocimiento, elementos fundamentales dentro de la industria de desarrollo, permitiendo generar una respuesta adecuada frente a los cambios ocasionados por el entorno. Apoyándose en la metodología de desarrollo Scrum, se obtiene valor para los Stakeholders y se establece un flujo de trabajo encaminado a mejorar la productividad y eficiencia del proyecto.ResumoEste artigo é uma revisão e análise de um dos elementos mais importantes da indústria de software: A criação de equipes auto-geridas e implementação de uma metodologia de planejamento, controle e desenvolvimento de projetos de software. Uma revisão da literatura em diferentes bancos de dados acadêmicos foi realizada a fim de conhecer generalidades e estado da indústria de software, a criação de equipamentos de auto-gestão e as características de metodologias ágeis de desenvolvimento. A formação de equipes auto-geridas facilita a comunicação e transmissão de conhecimento, elementos fundamentais dentro da indústria de desenvolvimento, permitindo gerar uma resposta adequada às mudanças causadas pelo ambiente. Com base na metodologia de desenvolvimento Scrum, o valor das partes interessadas é obtido e um fluxo de trabalho projetado para melhorar a produtividade e eficiência do projeto é estabelecida.
