Coastal management initiatives must be constantly monitored and evaluated to ensure integrated and participatory management. Still, there is a need to use indicators in order to analyze the structure of the coastal management process. Therefore, this work aims to analyze the structure of coastal management in the municipality of Biguaçu located in the region of Grande Florianópolis, Santa Catarina, Brazil. The methodology of the Decalogue was applied, a proposal used to analyze coastal management in countries of the Ibero-American Network of Integrated Coastal Management, which aims to promote the characterization of the situation of the public administration of the coastal zone.
