HIGHLIGHTS• The Anthropocene compels unlocking of ocean-related network capabilities.• Orchestration of local, regional, and global knowledge networks can augment transformative capacity.• Transdisciplinary network diagnostics are promising social learning tools.• Strategic advice for transformational research in ocean territories are provided. This paper dedicates to understanding of what is needed to achieve the transformation of ocean governance. Based on the theory of transformative agency conceptualized in a multi-level governance context, we build on recent novel inter-and transdisciplinary research in Brazil to explore the opportunities for transformation in the dynamic, complex, and multi-level field of ocean governance. We focus this analysis on three transformation processes toward developing a socially and ecologically coherent marine protected area network as the core of a marine spatial planning process for enhanced ecosystem-based polycentric governance of the country's Exclusive Economic Zone. The findings illuminate leverage points for achieving (much needed) transformation in Brazilian ocean governance and potentially beyond. These include: connecting transformative actions into coherent narratives and testing strategic advice derived from theories of transformative agency to promote regime shifts in ocean governance systems; setting of more ambitious social mobilization targets; fostering orchestration of knowledge-networks considering multiple issues, territorial and institutional levels; implementing institutional learning experiments; supporting transformational trajectories toward co-evolutionary, polycentric, ecosystem-and area-based ocean governance systems; and pursuing gradual, incremental structural understanding of Gerhardinger et al. Healing the Blue Amazon with Knowledge-Action Networks a given knowledge network field as a major driver of catalyzing transformative change. Hereby, this article advances understanding of how to better navigate the transformation toward enhanced sustainability in an important part of the Atlantic and hence of our global ocean.
A B S T R A C TPollution, exploitation of resources, erosion and recreational activities produce the most common impacts that somehow alter the natural balance of beach ecosystems. The aim of this study was to compare the richness and abundance of the benthic macrofauna of two sectors, one non-urbanized and the other urbanized, on each of two morphodynamically different beaches. Sectors of each beach were analyzed taking into account morphodynamic, anthropogenic (recreational activities) and ecological aspects. Morphodynamically, one of the beaches presented sediment formed of fine sand with a gentle slope and morphodynamism with dissipative characteristics. The other was of sediment formed of medium sand with a steep profile and of intermediate to reflective morphodynamic characteristics. On both beaches during the summer, the urbanized sector was frequented by a greater number of users than the non-urbanized sector. On the beach with dissipative morphodynamism, negative relationships were observed between user abundance and the species Bledius bonariensis, Donax hanleyanus, Thoracophelia furcifera, Excirolana armata, Phoxocephalopsis sp. and Tholozodium rhombofrontalis. On the beach with intermediate to reflective morphodynamics, low abundances of Atlantorchestoidea brasiliensis and Excirolana braziliensis were recorded in the urbanized sector. Thus the results of this study suggest the use of certain species as indicators of human impacts on beach ecosystems. R E S U M OPoluição, exploração de recursos, erosão e atividades recreativas são os impactos mais comuns que de alguma forma alteram o equilíbrio natural do ecossistema praial. O objetivo deste trabalho foi comparar a riqueza e a abundância da macrofauna bentônica entre um setor não urbanizado e outro urbanizado de duas praias morfodinamicamente distintas. Os setores de cada praia foram analisados levando em consideração aspectos morfodinâmicos, antrópicos (atividades recreativas) e ecológicos. Morfodinamicamente, uma das praias apresentou sedimentos formados por areia fina, suave inclinação e morfodinamismo com características dissipativas. A outra praia apresentou sedimentos formados por areia média, perfil íngreme e características morfodinâmicas entre intermediárias a refletivas. Em ambas as praias, durante o verão, o setor urbanizado apresentou maior abundância de usuários do que o setor não urbanizado. Na praia com morfodinamismo dissipativo, relações negativas foram observadas entre a abundância de usuários e a dos organismos Bledius bonariensis, Donax hanleyanus, Thoracophelia furcifera, Excirolana armata, Phoxocephalopsis sp. e Tholozodium rhombofrontalis. Já na praia com morfodinamismo intermediário a refletivo, foram registradas baixas abundâncias de Atlantorchestoidea brasiliensis e Excirolana braziliensis no setor urbanizado. Assim, os resultados do presente estudo sugerem a utilização de algumas espécies como indicadores de impactos antrópicos nos ecossistemas praiais.
Diagnóstico sobre o passado, presente e os rumos possíveis para o desenvolvimento territorial sustentável na região da Baía Babitonga, com abordagem de conceptualização e análise colaborativa do “Ecossistema Babitonga”, envolvendo coleta de dados primários (percepção compartilhada pelos usuários diretos -33 oficinas, 278 participantes da pesca artesanal, transporte aquaviário, mineração, aquicultura, turismo e recreação) e; dados secundários (revisão da literatura disponível sobre cinco fases da trajetória do desenvolvimento regional e caracterização socioeconômica associada aos usos diretos do ecossistema aquático costeiro-marinho adjacente). O diagnóstico perceptivo incluiu caracterização espacial dos usos da porção aquática e serviços ecossistêmicos associados, dos conflitos, impactos e problemas socioambientais enfrentados, das áreas e ações prioritárias para gestão ambiental pública, da percepção sobre bem-estar, das lacunas de representação política para uma governança com base ecossistêmica e lacunas de conhecimento. Oferecemos uma síntese do cenário tendencial de desenvolvimento e respectivas consequências que desviam a trajetória da sustentabilidade. Apresentamos caminhos alternativos para incentivar a governança policêntrica rumo à transição para a sustentabilidade, incluindo cenários de: i) implementação do Grupo Pró Babitonga (GPB); ii e iii) promoção das políticas de gerenciamento costeiro e de recursos hídricos; iv) promoção do SNUC (criação de uma APA) e; v) construção de Mecanismo Financeiro para a sustentabilidade das ações de gestão ambiental pública e desenvolvimento territorial sustentável em longo prazo. Concluímos que existe uma oportunidade social, econômica, política e científica para a promoção da policentricidade na governança costeira e do ecossistema aquático e a ancoragem do GPB em uma UC de Uso Sustentável da categoria APA.
