Esse artigo investiga como dimensão racial é incorporada pelo planejamento urbano paulistano, com foco nas políticas públicas que tratam do direito à moradia. Buscaremos, através da análise dos Planos Municipais De Habitação (PMH) de São Paulo (2009-2024), identificar se a especificidade racial dos sujeitos foi considerada no processo de formulação das políticas habitacionais municipais, conforme prevê as normativas federais, tais como a Política Nacional de Habitação (2004) e o Estatuto da Igualdade da Racial (2010). As análises documentais permitem concluir que, apesar da negação do direito à moradia e à cidade atingir de forma mais intensa as regiões da cidade ocupadas majoritariamente pela população negra, que a dimensão racial não aparece como uma variável importante no desenvolvimento da política habitacional paulistana.
