Las funciones tradicionales de las UUNN (docencia, investigación y extensión) se han visto, en los últimos años, enfrentadas a nuevas demandas y han sufrido cambios importantes en un proceso que no se ha detenido, sino que augura un crecimiento permanente de las demandas por parte de la sociedad. a la par con la creciente importancia del conocimiento en la vida económica. Esto implica un crecimiento exponencial de oportunidades, posibilidades, expectativas y, en consecuencia, responsabilidades para las instituciones universitarias. Dicha situación ha llevado a asumir un mayor protagonismo y diversificar sus funciones abarcando un campo de actuación más amplio y complejo, con el que han ampliado sus actividades, sus compromisos y su visibilidad y presencia en la sociedad. La relevancia del conocimiento como factor competitivo y su impacto en el desarrollo de las naciones y el bienestar de la sociedad refuerza la importancia de incrementar la apropiabilidad social de los resultados de las actividades desarrolladas por el campo científico. En base a esto, este trabajo explora el potencial que tienen las universidades de asumir un nuevo rol para catalizar procesos de apropiación de conocimiento, convirtiéndose así en Agencias de Desarrollo.
Las actividades de Extensión Universitaria (EU) y Vinculación y Transferencia Tecnológica (VyTT) versan sobre cuestiones que se superponen y complementan, reflejando el involucramiento de la Universidad con su entorno socio-productivo a través del flujo de conocimientos y tecnologías. Ante la pandemia del COVID-19, las medidas adoptadas inicialmente por las universidades nacionales de gestión pública (UUNN) argentinas implicaron un amplio espectro de acciones de extensión y transferencia, en respuesta a las principales demandas que surgían en dicha situación de emergencia sanitaria. En este contexto, nos propusimos identificar los principales cambios producidos en el ejercicio de la tercera misión universitaria, referida a la colaboración universidad-entorno y principalmente conocida como extensión, vinculación o transferencia. Para ello, se seleccionaron tres universidades con características diferenciales relativas a su origen, recorrido histórico y extensión territorial: la Universidad Nacional de Río Negro (UNRN), la Universidad Nacional de Quilmes (UNQ) y la Universidad Nacional de La Plata (UNLP).
A partir de las últimas décadasdel siglo XX comienza a experimentarse unproceso transformador en los diferentes ámbitos de la sociedad, tantoen los culturales y sociales como en los económicos y políticos. Esto colocó al conocimiento como uno de los principales factores explicativos del crecimiento y del desarrollo socioeconómico, impulsando de manera acelerada la integración de las universidades a la dinámica social, empresarial y gubernamental. El objetivo del presente trabajo es caracterizar las dimensiones a través de las cuales se materializa la transferencia tecnológica en las universidades nacionales, en base a las particularidades del entorno en el que operan, esto es, las capacidades del sector científico-tecnológico y las de absorción del medio socioproductivo, a través de un estudio de los canales con los que se relacionan e interactúan con su entorno, en pos de generar un aporte que permita fortalecer y potenciar estas vinculaciones y relaciones. Los resultados obtenidos sugieren diferentes tipos en función a la región geográficaen la que se encuentran y se destaca la incidencia de las capacidades previas de las instituciones generadoras de conocimiento, guardando relación con el efecto mateo. Esto es, que se encuentran fuertemente condicionados por las capacidades existentes (propias y del medio).
